Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected City of Adairsville Police Department 100 Public Square Adairsville, Georgia 30103 Inspection Date: July 20, 2022 Facility Programmatic ID 3601452448 LAT: 34.3677 LON: -84.9346 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm (lead inspector) Tony Spann (Inspector-in-Training) Introduction An inspection pursuant to Section 114 of the CAA was conducted on July 20, 2022, at the City of Adairsville Police Department located at 100 Public Square in Adairsville, Georgia 30103 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility's roof was being removed at the time of this inspection. This removal began on or around July 19, 2022. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State, and inspectors' observations while in the field. Inspectors observed this roofing removal in progress while in the field doing other inspections in the area. Facility Information The facility is the City of Adairsville Police Department, a City government building. Inspection Inspection The roof was being removed at the time of inspection. Nonfriable roofing materials were located in the renovation debris at the site. Workers were on site which referred the inspectors to the facility's owner for more information about the roofing removal. He provided contact information for Gerardo Sanchez, the owner of Sanchez Roofing. Chief Jones was not aware if an asbestos inspection was performed prior to the commencement of the roof removal. Conclusion The inspectors will follow up with the owners/operators of the facility and the renovation activities, as deemed appropriate, to obtain information and necessary paperwork related to these activities. This information will include, but not necessarily be limited to, copies of the asbestos inspection reports for the facility.
