The first sir aosths of ojNrsclsg under OSHA Have bssa completed and aotne critera has been established. Three items stand cut namely:
1. The inspectors do not or cannot, because of lack of knowledge, offer
any corrective recommendations, solely criticism a m imposition of
penalties.

2. It seems that they are very reluctant to criticize labor, however management can be fined for employee violations.
3. Tha Inspective citation# appear to be petty, however, penalties are
assessed. The entire program leaves a lot to be desired, it is a far
-cry form the Federal Mine Act supervised by personnel from the U. S,
Bureau of Mines. They inspect, note violations recommend corrective
measures and allow grace periods to correct before assessing fines.
Attached is a report resulting fro an OSHA inspection at GeorgiaPacific s Ottawa, Ohio plant, also a letter form Floyd Arnold, Hanager of Safety. You will note the citation for a fire extinguisher set cfn the floor also the tagging of extinguishers. This is a continuous problem and if you or your staff haye a suggestion please forward. Also, covers an electrical switch and junction boxes. Ha have this problem In dur plants and It has been called to your attention. We recowaend that the supervisors discus these items at the safety meetings.
Aisles must be marked and maintained. The code reads Aisles shall be provided of sufficient width to permit the free movement of employees, mechanical trucks, lift trucks, etc. The aisle is to be independent of work ing and storaga space and should be defined by markiita. He have checked this end tha information received is that yellow marking is acceptable but they prefer white or white with black stripes.
Several citations have been issued for improper recordkeeping great percentage of the recordkeeping citiations indicated changes in the entries and not initialed. Every entry must be initialed by the person making the entry. Rather than have several parties attesting to maintain the loa we suggest that only the safety coordinator or tha office manager be respon sible for proper recording. .
Also other materials as regards OSKA ara attached. Thera maybe a
suspicion that we are sending out too much material. It is our intention to preface all locations for tha initial visit and what to expect.
The standards on dust bath nuisance and hazardous,.have net been received, Ha do know that the reduction in allowable concentrations have'
