However, no more marinite headers, etc. will be fabricated at the plant. Purchasing has contracted with E. J. Bartelis Company to supply our marinite needs. LaBar's letter which describes the status of the new Pilot Plant Facility now under construction in the old New Kensington Laboratories. I would summarize our position as follows: 1. *We could be supplying all of Vancouver's needs today if we had made the decision 5 or 6 weeks ago to do so. Obviously, if that decision had been made, we would not be able to carry out some of the other work on pumps and headers for other plants with which we are now involved. > 2. We could begin supplying all of Vancouver's needs in about 5 to 6 weeks from the time we say "go". Again, we would prefer not to do that unless -ah emergency situation with the State exists since our other programs would suffer. 3. When the new facility is ready and debugged we will be in a position to supply Vancouver in total along with the other programs. As Dr. LaBar points out, this will be late in the Fourth'Quarter of this year. Since some of the Vancouver sizes (6-1/8 and 7", I believe) do not even have approved header designs at this point, it would be well for Vancouver to con centrate on working these out with Mr. R. E. Albrecht as soon as possible, so that, header molds can be constructed. [/ e: J ! Blessinger and Bovard, I offer the following as a possibility. But first of all, the factors which impact on our ability to supply all of Vancouver's requirements in the short term will be made clear. 1. Increasing size and number of orders for pump impellers from many plants. 2. Increasing size and number of orders for headers. 3. Status of the Pilot Plant Facility and manpower is such that full capacity will not be achieved until late fourth quarter (considering lost time due to moving, startup problems, training new personnel, etc.) 4. All of the header designs have not been finalized and thus we do not have mold tooling for all of Vancouver's requirements. 5. An update on the estimated requirements in the short term and for the long term should be made based on recent performance of 9", 11", and 6 x 6" headers. Therefore, the possibilities are: A. If we were to concentrate on supplying Vancouver in the short term, it would be necessary to have additional tooling fabricated and to curtail production of other plants' headers. Because the lead time in mold tooling design and fabrication is from 4-6 weeks, a decision would have to be made now or there would be no short term benefit. B. ATKINS Vancouver Operations has an active Industrial Hygiene program to eliminate or minimize the use of asbestos or asbestos products where substitute materials can be used. Karlnite is one of the products planned to be replaced with ceramic. I: a letter from R. G. LaBar to you dated October 6. 1975 captioned "Ceramic Header Pilot Project", it was indicated header manufacture would commence in February 1976. We are aware there are many demands for ceramic products from Dr. LaBar'a equipment; however, as coordinator for the plants, will you please update us as to when we can expect a continuous supply of ceramic headers so that marinite can be phased out. We recently made a decision to purchase all marinite products pre-cut to eliminate sawing and machining on our equipment, which is Inadequate to net the rigid standards. W. J. BOVARD, M. D. Perdue M. D. Wooden E. R. Skowyra P. A. Richardson W. J. Bovard J. A. Blessinger We are resolved to eliminate asbestos from the plant by deletion, substitu tion, or subcontracting by January 1977. To accomplish this: 1. Sherbak.and Wooden will review prior bids on marinite fabrication by subcontractors and negotiate another source for that work. 2. Such contracted work shall arrive prepackaged in plastic or other similar material to obviate dissemination, and will be delivered directly to the ingot plant where it shall be stored and handled minimally and carefully. 3. Wooden will review his letter of July '75 to update residual forms and usage of various asbestos containing materials, send inquiries to the supervisors of departments who have indicated need for such in the past, to determine present progress on substitution, deletion. 4. Blessinger and Bovard will write a letter to Jim Dunbar, Ingot Manager, Pittsburgh, to encourage increased activity by ATC fabrication on the ceramic substitute for headers, dams and other appropriate substitute items prior made from asbestos. A copy of such letter will go to P. R. Atkins, Environmental Supervisor, Pittsburgh, for informational and assistive action. By virtue of distance, Vancouver may not get ceramic supplies in adequate volume or in timely fashion for several months. 5. Skowyra will fabricate a months supply of shaped marinite parts as a hedge against subcontractor difficulties and maintain the readiness to fabricate again if severe difficulty in acquisition of shapes occurs.
