Wilde I MINUTES OF NINTH MEETING Action The minutes of the Ninth Meeting, held April 2, 19^9, vere approved as circularized. *# II REPORT OF SUBCOMMITTEE ON CARCINOGENICITY - UR. MeITER WOODY. CHAIRMAN The Subcommittee on Carcinogenicity reported several reconsnendations. (Copy of the report is attached as Appendix A.) Action The Committee received the report and voted unanimously in favor of recommendations as follows: 1. That the exchange of information between the API and the British Institute of Petroleum be continued as during the past. . 2. That legal advice be obtained as to whether an oil company has a right to report cases of cancer that occur among its employees to the University of Cincinnati. 3. That funds in the amount of $92,OCX) be allocated to continue cancer research at the University of Cincinnati for twelve months, ending June 30, 1951. i Ill REPORT OF SUBCOMMITTEE ON FLUORIDES - IB. S E T T E R DAVIS. CHAIRMAN 1 The Subcommittee on Fluorides reported progress and recosmended continued financial support of work at Kettering Laboratory. (Copy of the report is attached as Appendix B.) Action The Committee voted unanimously to receive the report of the Subcommittee on Fluorides and to recommend that the API continue to support this program at the University of Cincinnati with a maximum grant of $2,500 for the year ending June 30, 1951. API 07009 -3- IV REPORT OF SUBCOMMITTEE ON CUTTING FLUIDS - DR. B. B. REEVE, CHAIRMAN The Subcommittee on Cutting Fluids made a report, copy of which is attached as Appendix C, and for consideration and action reported four recommendations, as follows: 1. That revision of the review paper on cutting fluids will be finished at an early date. 2. That in line with the action of the API Lubrication Com mittee, the preparation of the publication on Cutting Oil Dermatitis upon the part of this Subcosmittee be tabled, and that the Subcommittee will cooperate in an advisory capacity in this connection with the Lubrication Committee panel which will assume direct responsibility for the preparation of this document. 3- That copies of replies received from ASTM Technical Committee K relative to physiological effects of cutting oils be held in the Subcommittee files for reference. k. That the Subcommittee will not require further funds at this time. Action The Committee voted to accept the four recommendations. V REPORT OF SUBCOMMITTEE ON PERMISSIBLE CONCENTRATIONS - DR. V. C. BAIRD. CHAIRMA The Subcommittee on Permissible Concentrations reported progress, an recommendations (see Appendices D and E) as follows: 1 1. That the problem of the possible carcinogenic or toxic effect of lubricating oil vapors or mists be referred to the Subcommittee on Carcinogenicity for handling. 2. That the Subcommittee on Permissible Concentrations favors I cooperation with the ASA Safety Code Correlating Committee 1 in its efforts in the formulation of an American Standard Code on Industrial Hygiene. Action The Committee voted to accept the recommendations of the Sub committee on Permissible Concentrations. I VI REPORT OF EDITCRIAL SUBCOMMITTEE - DR. J. P. HOLT. CHAIRMAN The Editorial Subcommittee made a progress report (copy is attached as Appendix F), and stated that the following Toxicological Reviews have been API 07010 1 ft i -h- approved by the Editorial Subcommittee for publication: Acetone Acetic Acid Beta-Naphthol Butyl Acetate Carbon Monoxide Cyclohexane Hydrogen Fluoride Methylcyclohexane Phosphoric Acids However, the Editorial Subcommittee recommended that publication of these Reviews be held in abeyance for the time being. Action The Committee voted unanimously to receive the Editorial Sub committee's report and to accept the Subcommittee's recommendation that publication of the Toxicological Reviews be held in abeyance for the time being. VII REPORT OF SUBCOMMITTEE OR MEDICAL POLICIES AND PRACTICES-IR.L.E. CURTIS.CHAIRMAN The Subcommittee on Modical Policies and Practices reported that forms used by oil-company medical departments have been received from thirteen companies. These forms ere held at API headquarters and will be loaned to any member of the Medical Advisory Committee on request. Action The Committee voted unanimously to accept the report of the Subcommittee on Medical Policies and Practices. VIII ASA COMMITTEE ON ALLOWABLE COHCEWTRATIONS OF TOXIC DUSTS AND GASES - Z37 A report was made for Doctor Holt on the activities of the Z-37 Committee of the American Standards Association. n INDUSTRIAL HYGIENE FOUNDATION OF AMERICA A progress report was made for Doctor Holt on the study of the advisability of becoming a member of the Industrial Hygiene Foundation of America. Action The progress report was received by the Committee. API 07011 -5- X BUSINESS SESSION A. Toxicological Reviews The Committee discussed a recommendation approved by the Executive Committee of the Board of Directors at its meeting held November 10, 19^9, as follows: "That the Safety Committee of the Board of Directors of the API be requested to ask the Medical Advisory Committee to refer to the General Committee of the Division of Refining all material dealing with or affecting refinery operation or petroleum products, prior to approval for the publication of this material by the Institute or through other channels." Statements made by the members indicated that the law of diminishing returns was in operation on the Toxicological Review work carried on at Harvard University. Action On motion, the Committee voted to terminate the Toxicological Review project at Harvard University as of June 30, 1950, and to recommend the payment of $3>000 to cover the period from March lU, 1950 to June 30, 1950. i I The Committee also voted to recommend that Professor Philip i Drinker should be retained by the Medical Advisory Committee as a consultant in Industrial hygiene for the year ending it June 30, 1951. Holt, M.D. Secretary i J API 07013 For Information Only - Not For Publication APPENDIX A To Minutes of 10th Meeting of Medical Advisory Committee REPORT TO THE API MEDICAL ADVISORY COMMITTEE BY THE SUBCOMMITTEE ON CARCINOGENICITY Dr. Mclver Woody - Chairman November 11, 19^9 On behalf of the Subcommittee on Carcinogenicity, I vish to present to the Medical Advisory Committee for transmittal to the Safety Committee of the Board of Directors, the following report: Dr. A. Wesley Horton, Assistant Professor of Industrial Hygiene, University of Cincinnati, has secured data on the various refining processes from about 60 per cent of the companies. Fourteen samples are currently on test. Selection of further samples will await the receipt of operating data from a total of 80 per cent of the oil companies. `When that situation obtains, a list of about 200 samples will be submitted to the subcommittee for review. In determining the carcinogenic potency of a given oil, the aromatic content must be considered, as well as the boiling range. Definite progress is being made on the development of an analytical tool to determine carcinogenic potency. When the animal testing program ie in full progress, one or two more technicians will be needed at Fettering Laboratory. Dr. J. J. Phair, Professor of Preventive Medicine, University of Cincinnati, discussed the epidemiological aspects of this problem. He proposed the establishment of a cancer register at the University of Cincinnati to serve the petroleum industry and submitted a draft of a form to be used in obtaining the necessary morbidity information. It was agreed that legal advice should be obtained as to whether reporting such cancer cases to the University of Cincinnati would be an invasion of the patient's rights. Dr. Elliot A. Evans, President of the Institute of Petroleum of Great Britain, requested that the exchange of information between his organization and the API be continued. It is recommended that: 1. Exchange of information between the API and the British Institute of Petroleum be continued as during the past year. 2. Legal advice be obtained as to whether an oil company has a right to report cases of cancer that occur among its employees to the University of Cincinnati. 3. Funds in the amount of $92,000 be allocated to continue cancer research at the University of Cincinnati for twelve months ending June 30, 1951* API 07014 For Information Only - Not For Publication APPENDIX B To Minutes of 10th Meeting of Medical Advisory Committee REPORT TO THE API MEDICAL ADVISORY COMMITTEE BY THE SUBCOMMITTEE ON FLUORIDES Dr. Kieffer Davis - Chairman November 11, 1949 Mr. Cole of Phillips read a recent report from Dr. Kehoe cn metabolism of fluoride ion administered by mouth. Work has not progressed sufficiently long to permit formulation cf definite conclusions. ' Chairman Davis called attention to fact work is progressing slowly by its very nature and that it was the consensus the subcommittee should continue its efforts in this work. Dr. Curtis felt in view of small amount of A P I 's con tribution (approximately 10 per cent) we could hardly hope to direct the work on fluorides. Dr. Woody commented on the importance of this program from the standpoint of air pollution. Dr. Beard called attention to_n abstract of the report on the Donora incident published in Chemical and Engineering News - also to a symposium on air pollution published in the November 19^9 issue of Industrial and Engineering Chemistry. There was a discussion of the future activities of the subcommittee. It was the consensus the activities of the sub committee should continue as at present with a maximum annual contribution of $2,500. This was formally moved by Dr. Curtis and seconded by Mr. Adams. The motion was carried unanimously. B. Peeve - Chairman November 11, 19^9 It The API Medical Advisory Subcommittee cn Cutting Fluids met November 10, 19^9 in the Stevens Hotel, Chicago, Illinois. The following action was taken: 1. Professor Philip Drinker reported by letter of November 7 to Dr. B. B. Reeve that revision of the review paper on cutting fluids would be finished by Mr. Kriete at an early date, following the recommendation of last year. 2. In line with the action of the API Lubrication Committee, as outlined in a letter of D. V. Stroop to Dr. B. B. Reeve under date of November 1, 19^9> the preparation of the publication on Cutting Oil Dermatitis upon the part of this Subcommittee will be tabled. The Subcommittee will cooperate in^an advisory capacity in this connection with the Lubrication Committee panel vho will assume direct responsibility for preparation of this document. 3. A letter dated September 1^, 19^9> transmitting copies of replies received from ASTM Technical Committee K relative to physiological effects of cutting oils was received from W. J. It was agreed the Subcommittee would not require further funds at this time. t i API 07016 For Information Only - Not For Publication APPENDIX D To Minutes of 10th Meeting of Medical Advisory Comnittee REPORT TO TEE API MEDICAL ADVISORY COMMITTEE BY THE SUBCOMMITTEE ON PERMISSIBLE CONCENTRATIONS PROGRESS REPORT American Petroleum Institute Project at Harvard School of Public Health Toxicological Reviews ' November 1, 19*+9 During the past six months tentative drafts of toxicological reviews of nickel carbonyl, tetraethyl lead, propyl alcohol, naphthalene, D.D.T., and butadiene have been prepared and distributed for consents. Toxicological reviews on alkyl nitrates, solvent naphthas, and triethanolamine are In an advanced stage of preparation and tentative drafts will be ready far distribu tion In the near future. A search was made for toxicological data on amino phenols and sulfurlied olefins but no significant data were found. Drafts of toxicological reviews of U.O.P. #5, amnonium molybdate, and amnonium nitrate were revised to incorporate suggestions made by members of the Medical Advisory Comnittee. Silica Catalyst Problem a. Animal Experiments As stated In the report presented at the April 19^9 meeting, the Initial experiment to determine the silicotic .potency of fresh and spent silica-alumina catalyst by the intraperitoned! technique in guinea pigs was unsatisfactory because the animals died of an infoction early in the experi ment. A second experiment was begun In March 19^9 in the hope that the animals would survive for at least nine months. We have been fortunate In this experiment as the majority of the animals are still living. They will be sacrificed In December 191*9 b. Survey of Neighborhood Exposure to Catalyst Dust While we have had several Inquiries from members of the Medical Advisory Comnittee during the past six months concerning survey methods, no additional data have been submitted on dust concentrations In the neighborhood of refineries using silica-alumina catalyst. Proposed Future Work A questionnaire was distributed In April 19^9 listing 75 compounds, for which toxicological information had bees requested by members of the Medical Advisory Comnittee, asking that each member indicate the 5 compounds which he wished to be given priority in preparation of reviews. As might be expected since information on each of the 75 compounds had been requested by a member of API 07017 pFEKPn D (Cont'd) -2- the Medical Advisory Committee, 55 of the 75 compounds appeared on at least one priority list. The 5 compounds which received the highest cumber of votes vere tetraethyl lead, D.D.T., propyl alcohol, solvent naphthas, and amino phenols. These 5 compounds have been reviewed during the past six months. We propose to continue to prepare the reviews in the order of their interest to the Medical Advisory Committee as expressed in the replies to the April questionnaire. C. Baird - Chairman November 11, 19^9 A Progress Report from the Harvard School of Public Health, dated November 1, 19^9> vas presented to the group by Dr. A. 0. Seeler. A motion vas made and passed that Dr. Seeler's report be received and submitted to the Medical Advisory Committee for approval. A letter from L. C. Beard, Ji*. to Dr. A. 0. Seeler of June 8, 19^9, calling attention to several inquiries he had received regarding the toxicological effects of lubricating oils, vapors or mists when Inhaled and that the problem vas one of commercial Interests, vas read by the Chairman. The Chairman also read a note vherein Dr. Hueper vas stated to be of the opinion that inhalation of oil mists of any kind Introduced a serious carcinogenic problem. It vas pointed out that two problems vere Involved; one of toxicity and the other of carcinogenicity of oils. A motion vas made and passed that this problem of the possible carcinogenic or toxic effect of lubricating oil vapors or mists be referred to the Subcommittee on Carcinogenicity for handling. A letter from D. V. Stroop to members and associates of the Medical Advisory Committee of October It, 19t9, concerning the cooperative efforts of several organizations on the establishment of an ASA project for the formulation of an American Standard Code on Industrial Hygiene, vas read. A motion vas made and passed that the Subcommittee on Permissible Concentrations recommend to the Medical Advisory Camnlttee that they favor cooperation vith the ASA Safety Code Correlating Committee in their efforts in the formulation of an American Standard Code on Industrial Hygiene. Seeler, Dr. V. C. Baird, Dr. A. E. Hoag, and Dr. J. P. Holt that these reviews were ready for publication. However, D. V. Stroop feels that since a question has arisen regarding all publications of the American Petroleum Institute, which originate in the Medical Advisory Committee, publication of these reviews should be held in abeyance for'the time being.
