C. 20036 The National Institute for Occupational Safety and Health (NIOSH) has recently performed an Occupational Health Survey. The survey listed 265 trade name products con taining one or more of the carcinogens currently regulated by the Occupational Safety and Health Administration (OSHA), the name of the manufacturers, and the name and percentage of the carcinogen contained in the product. This survey found that 411 products contained carcinogens, but the composition of 146 products was designated as a trade secret by the manufacturers. The remaining 265 products which are listed, were manufactured between 1972 and 1974, but NIOSH is unaware of their present production or composition status. Enclosed is a copy of the NIOSH list of carcinogen con taining trade name products. We are unaware of the extent of usage of these products in the railroad industry and trust that distribution of this information will minimize potential occupational health hazards. You will note that asbestos is the major carcinogen in 88% of the products, ranging in content from less than 1% to 99% fibrous asbestos. The prevalence of asbestos should be closely examined for potential exposure conditions to railroad employees. For example, certain rail welding procedures may pose a risk to exposed employees. In these operations, asbestos is used as a packing material around the outside of the mold to prevent leakage of the weldment during the molten stage. Some of the manufacturers are aware of the potential h'azard while others apparently are not. Of the largest manufacturers of rail welding equipment, only one, Orgothern Corporation, claims that no asbestos is necessary in the process. Both Du-Wel Steel Products Company, which uses a Boutet welding technique, and Thermex Metallurgical, Inc-, w h i c h u s es the thermite process, use asbestos as a packing material. A fourth firm, Erico Products in Cleveland, Ohio, also uses an asbestos batting in its thermite molds. The only company with plans of developing a substitute for the asbestos is Thermex. They are looking into the possibility of using a ceramic or cotton fiber wicking. However, preliminary information indicates that the ceramic wicking may be infeasible, with cost increases from 10 to 15 times those of asbestos. Presently, Thermex has a two to three month inventory of asbestos still to be issued in the thermite welding kits. Both Erico and Du-Wel plan on continuing the use of asbestos in their welding processes. v We trust this information will be of value to your members in ensuring the health of their employees.
