US-66/Banner Road Pump Station o This is a duplex pump station with horizontal inline suction pumps, each rated 700 GPM at 200 TDH. o This pump station transfers water from the City of Oklahoma City Water System to the El Reno low pressure zone. o This station is controlled remotely via telemetry and can be called manually or automatically.
1.0 MG Ground Storage Tank Pump Station o This pump station consists of two vertical turbine pumps each rated 1100 GPM at 270TDH. o The ground storage tank receives water from the high-pressure zone of the system via an automated control valve. As the level in the ground storage tank drops, the control valve will remotely open to allow water into the tank at a rate compatible with the system. The tank filling takes place during lower-usage hours of the day. o The pumps in this station are called for remotely as the daily demand increases to meet pressure constraints in the high-pressure zone.
West Side/Heaston Pump Station o This pump station consists of two centrifugal pumps rated 40 GPM at 100 TDH. o This station is currently offline but can be operated during peak demands of the Heaston system, as requested.

RE: Sanitary Survey Inspection, October 10, 2022 El Reno WTP Notice of Violation ("NOV") Final Report PWSID No. OK2000902
Dear Ms. Sharkness:
This letter is in response to the Sanitary Survey Inspection of the EL Reno Water Treatment Plant conducted on October 10th, 2022, and subsequent Violation Notice P-2000902-22-2. Please see below our response to the noted deficiencies.
1. OAC 252:626-3-1(a) and 27A O.S. 2-6-304(A) -- During the inspection, a newly drilled well was observed and a subsequent review of DEQ records indicated that it had been constructed without a DEQ construction permit. This new well was not yet connected to the system, and it must remain disconnected until a DEQ-issued Permit to Construct is obtained.
Response: Myers Engineering is currently working on getting well #7 permitted. It will remain offline until the final permit is obtained.
2. OAC 252:626-5-4(4) -- The fencing surrounding the Rock Island Tower, Lake Tower, Ground Tank, and the water treatment plant ("WTP") were not equipped with "No Trespassing" signs installed at least every fifty (50) feet along the entire length of the fencing.
Response: New signs have been installed containing an emergency contact phone number and no trespassing signs are in place every 50 feet.
3. OAC 252:626-9-8(b)(8)(A) -- The WTP utilizes claricones that do not meet the minimum settling detention time requirements.
Response: A new claricone will be installed as part of the water plant rehabilitation. According to the project schedule, the new claricone is to be installed by Spring of 2023.
4. OAC 252:626-9-9(b)(3) -- The filters were not capable of filtering to waste.
Response: Filter to waste valves are to be replaced as part of the water plant rehabilitation. According to the project schedule, these valves are expected to be installed by Spring of 2023.

5. OAC 252:626-11-3(i)(1) -- The WTP does not utilize a day tank where the design includes bulk storage of liquid ammonium sulfate ("LAS"). DEQ recommends correcting this issue to prevent any future overfeeding events. Response: Flow-paced LAS skids are to be installed. This will prevent overfeeding and underfeeding ammonia during demand fluctuations. We will evaluate the existing plumbing and install day tanks in the next 6 months.
6. OAC 252:626-17-4(3) -- The Rock Island and Lake Towers did not have separate inlets and outlets. Response: The towers were installed prior to the year 2000. Both water towers are equipped with PAX mixers to keep a proper mix inside the tank. We also allow water levels to rise and fall through SCADA set points to minimize water age.
