It has come to my attention through Dr* Crudg- ington that/'the superintendent at the Kendall Oil Refin ery* Bradford, Pennsylvania, has been responsible for the violatloh of one of our most important rules. The information Came to ua through one of his employees and so must bHhandled with a reasonable amount of care, other',vise/the employee would lose his job* We have ob served a fair amount of stippling in one of the employ ees, and I asked Dr. Crudgington to carefully look into the matter of how it had come about. He finds that from time to time they empty a portion of the contents of the drum, splitting the drum and so greatly increas ing the amount of exposure in the handling. This is usually done without making use of a mask. I would sug gest,the advisability of your writing to the superintend ent or whoever is responsible, pointing out to him that this situation has been brought to your attention and unless they can see fit to abide by the rules and regu lations exactly as they are written, you will find It necessary to cut off his supply of Fluid. He will prob ably deny any violation of the rules, however we shall keep our eye on the matter and observe how things go in the future. There Is another matter which Dr* Machle has brought to my attention, which is of rather serious nature. At one or two or perhaps more points in the Standard Oil of Indiana territory, the practise of splitting drums and in some instances carrying Fluid In a can and emptying It Into tank cars, has been taking place. Dr. Machle is making me a full report, and since I expect to be in Chicago for a day or two on or about the fourth of July, I will make it a point to see Dr. Humphreys himself and have a talk with him about the mat ter* This, I believe, is the most serious infringement of our rules that we have experienced in several years* I shall handle it tactfully and I shall report to you In detail not only of the acts themselves and where they are being carried out, but also as to the action of Dr. Humphreys in the matter* KE 0000642 -2 Vt One of my men on hie return from his trip sug gested to me a thing which it appears might be feasible. In a number of districts which we visit from time to, time . there Is quite a concentration of mixing points which are difficult to reach by railroad, but which are easily ar rived at by automobile travel. One of the men, therefore asked me the question as to whether It might not be pos sible to obtain from one of the employees of the Ethyl Gasoline Corporation a Company car for the purpose of visiting these places rapidly. For example, in and around Tulsa there are perhaps as many as a dozen mixing points. Two or three of these can easily be reached in a day by automobile travel, whereas otherwise It requires almost a day for each one. Taxi service is expensive, so that the only other possibility Is hiring a drive-it-yourself car. I wonder if It would be possible in the future for us to make some arrangement of this sort.
