W.F. (Rick) Bott established Global Energy Advisors LLC in 2014 and currently advises clients, including IHS energy, on a number of business, industry, policy and leadership issues relevant to the role of global producers in the ongoing energy transformation. He has also recently joined the Senior Advisory Board of Quantum Energy Partners. Mr. Bott formerly served as President and Chief Operating Officer of Continental Resources Inc. Prior to this he served as Executive Director and Chief Ope rating Officer of Cairn India Ltd. Mr. Bott has over 30 years of global energy experience in exploration , production, developing unconventional resources, infrastructure construction and leading integrated organizations in both mature and emerging markets. Earlier Mr. Bott served in Devon Energy Corporation's International Division where he was Vice President -Exploration. He also served as President of Ocean Egypt Companies and as President Of Ocean Yemen Corporation and held a number of international management, business development and technical positions with British Gas and Tenneco Oil Company.
He has authored numerous publications on a variety of topics including commercializing conventional and unconventional resources , building international business and the leadership challenges of crosscultural environments. He frequently presents at energy, investment and leadership development forums in the U.S., Asia , Africa and Europe. He holds an M.S. ( Geology) and a B.S. (Marines Sciences) from Texas A&M University.

Requested Location (if offsite, please list address, parking instructions, etc.): Any place of Administrator Pruitt's choosing unless he would like to join us for a 4:00p meeting in Senator Inhofe's office (SR 205).

Purpose of the Meeting: To describe a new waterless drilling and completion technique which would alleviate many environmental concerns associated with drilling and hydraulic fracturing.
Background on the Meeting: Mr. Bott and others have formed a new enterprise utilizing new technology which, if funded, would alleviate many, if not most, environmental concerns associated with drilling and hydraulic fracturing. Grant funding will be sought to incorporate the technology into a complete package which will be made available to oil and gas producers and can be used in areas where petroleum activities are restrained because of opposition to hydraulic fracturing as well as in areas where water usage is problematic. It will also alleviate the need for injection of many fluids currently being injected into disposal wells. We do not seek the Administrator's intervention but simply want to make him aware of the technology.
