Carman, MCA Committee Secretary PLASTICS FINANCIAL PACKAGE A report of income and estimated expenditures for the first quarter was submitted as per Appendix "A". The Secretary pointed out that salaries exceeded the budget since additional help being used for statistical analysis is being handled as a temporary employee rather than a consultant on loan from a member company as originally planned. The budget for this is $7500 ($1875 shown for 3 months) and the only expenditure was for a consultant used earlier in 1969. The Secretary than asked for Committee approval of a transfer of $7000 from the Statistical Analysis item to salaries and $235 to taxes and insurance, under the Weatherability Project. This was unanimously approved. TT CMA 078868 2- - WEATHERABILITY RESEARCH PROJECT A summer employee for the Statistical Analysis win be leaving September 15 and it now appears a replacement, as recom mended by the G. E. Consultant, can be employed for the next seven months on a similar basis. Reports on surface-roughness studies and general data analysis from tests on weathered plastics will be issued as scheduled later this year. The Research Associate and the NBS were requested to consider a plan to give continued attention and testing of outdoor weathered samples, perhaps annually and this to be on a minimal basis after April 1970. The NBS - Office of Fabric Flammability is now under the direction of Dr. Elio Passaglia, formerly with FMC. Dr. Clark (MCA's Research Associate) is still available to that office on a limited basis in an advisory capacity in return for similar assistance from two NBS statisticians. COMMITTEE MEMBER NOMINATIONS Messrs. W. D. Holland and T. R. Miller, due to new assignments in their companies resigned from the Committee as of July 30 and August 7 respectively. Following a review of member ship in recent years and in keeping with the terms of reference, Messrs. Harry C. Wechsler, Borden, Inc. and David C. Williams, Eastman Chemical, were proposed to fill these vacancies for the balance of this year. This was voted unanimously. i j FLAMMABILITY AND SOLID WASTE A report of a meeting with representatives of Southwest Research Institute and Stanford Research Institute and the status of MCA programs in the Solid Waste problem were made by Messrs. M,, H. P. Morand, C. M. Neher and G. E. Best. It was agreed that Messrs. AMERICA BEAUTIFUL PROGRAM a Mr. Schuyler advised of a suggestion by Mr. Ralph Harding that the Committee consider collective group support of this program in lieu of financing by individual companies. Following discussion, it was concluded that support of such a project would not be appropriate for the Plastics Group, and if any contribution were to be made in behalf of the entire chemical industry, it should be determined by the Board of Directors. f 5PI - "Proposed Model Code for Manufacture and Use of Plastics Processing Machinery". Before submitting this to the Standards Institute for approval as a U.S.A. Standard, the MCA was asked to review this and advise SPI of its approval for such submission. In limited discussion it was brought out the Committee is not qualified to pass on the specific provisions of such a code, and that undoubtedly the individual members using such machinery will review this proposal. The Committee at the same time stressed that this appears to be a worthwhile activity of the SPI Machinery Division and that such programs should be encouraged. 1 The Secretary will so advise Mr. Harding, also stating that a vote for or against approval would be outside the scope of this Committee's activity. CMA 078870 -4- FUTURE MEETING RESERVATIONS The Committee authorized confirmation of reservation for the 1970 conference at Seaview on September 9 and 10. ^ A tentative reservation is also to be made for September 8 and 9 in 1971. PVC EPIDEMIOLOGICAL STUDY A Task Group of the Occupational Health Committee has invited proposals for further research on biochemical studies on the hand problem occurring in some polymerization plants. Representatives of the University of Michigan and the Polytechnic Institute of Brooklyn will meet with the Group on September 10 for consideration of this work.
