in a waterproof envelope and securely attached in a protected location to the number one con tainer of the shipment in a manner to facilitate easy access for inspection purposes. The words "SHIPPING DOCUMENTS" or, when appli cable, "BILL OF LADING" shall be marked on the outside face of the waterproof envelope with black waterproof ink or marking crayon.
&8 PRECAUTIONARY REGULATION, AND STATUTE MARKING. Special han dling instructions and warnings shall be shown as required by the Interstate Commerce Com mission regulations, U. S. Coast Guard regu lations, Civil Aeronautics Board publications
and by statute regardless of destination of ship ment and shall include any interstate shipment.
6.9 MUTUAL DEFENSE ASSISTANCE PROGRAM (MDAP) SHIPMENTS. Ship ments prepared for overseas delivery to foreign countries under the Mutual Defense Assistance Program shall be stenciled, labeled, or otherwise prominently and clearly marked on two sides with a shield including the words "FROM USA FOR MUTUAL DEFENSE" (see fig. 20). The size of the shield used shall be pro portionate to the size of the container to which it is affixed but shall not be less than 3y2 by ZVa inches. At least one shield shall appear on small containers.

2. DEFINITIONS AND MARKING TERMS
2.1 DEFINITIONS

2.1.1 Interior packages.
2.1.1.1 Unit package. The first tie, wrap,, or container applied to a single item or a' multiple thereof or a group of itema of a single stock number preserved or unpre served, which involves a complete or identi-i lied package.
2.1.1.2 Intermediate package. An interior container which contains two or more unit packages of identical items.
2.1.2 Unpackaged items. Items not pack aged that are to be placed in a shipping con tainer.
2.1.3 Loose or unpacked items. Items which do not require a shipping container, j
2.1.4 Shipping container. Any exterior con tainer which may be used for shipment.
2.1.4.1 Sale. In conformance with Specifi cation MIL-B-3149, Baling of clothing and Equipage.
2.1.4.2 Noncompressed bale. Same as bale except that no compression is applied.
2.1.7 Methods of preservation and pack aging. Methods established by Military Specification M IL -P -116, Preservation, Method of.
2.1.8 Levels of preservation, packaging, and packing. Levels established by appropri ated departmental instructions for Preserva tion, Packaging and Packing Levels.
2,2 Marking terms. Unless otherwise speci fied herein, when the following marking terms are specified, the words "Stock No.'', "Nomenclature", etc., shall not be shown in the marking but the information indicated shall be completed as follows:j
2.2.1 Stock number. The stock number shall be the exact stock number specified in the contract or order as specified by the cognizant activity concerned.! The Federal Stock Number shall be used when provided. When no FSN has been issued, the space im mediately above the stock number used shall be left for subsequent placement of FSN. The stock number shall not be altered by any addition or deletion.
2.1.4.3 Cloth covered bundle. An item (such as most tents) pattern folded and packed by covering with jute, burlap, or, cotton osnaburg cloth.
2.2.2 Nomenclature. Nomenclature shall be the exact nomenclature of thfj item specified in the contract or order or as specified by the cognizant activity concerned.
2.1.5 Palletized unit load. For the purpose Note. Nomenclature shall consist of the item name

2.2.10.4,3 Hazardous chemicals, AH pack age units of hazardous chemicals to be ultimately issued to the consumer who may be exposed to such chemicals under condi tions of ordinary ubo shall have affixed there to such warning labels as may be required in accordance with the Manufacturing Che mists Association's Manual L~l, A Guide for Preparation of Warning Labels for Hazardous Chemicals or in accordance with appropriate Department of Defense in structions as published which shall take precedence.
2.2.11 Lot, batch, or control number. Shall be that series of numbers or letters establish ed by the manufacturer to record production and control of product.
2.2.12 Serial number. The serial number shall be that appearing on the item as as signed by the manufacturer or the Govern ment for identification or control purposes, and when unit packaged shall be shown on each unit and intermediate package and shipping container, except when several items bearing consecutive serial numbers are
packed in one container only the first and last number of the series shall be shown. Serial numbers assigned,by the manufac turer solely for the purpose of indicating the quantity produced shall not be shown.
2.2.13 Name and address of contractor or manufacturer. The name and address of the contractor, or manufacturer when specified, shall be Bhown by name, city, and state only.
2.2.14 Contract, purchase, order, or office identifying number. The contract, purchase order, or office identifying number shall be that appearing on the procurement doc uments covering the shipment. When the contract and purchase qrder number are both shown, the purchase order number shall be used ; and for the Medical Services, when the contract and office identifying numbers are both shown, the office identifying num bers shall be used.
2.2.15 Shipping package number.
2.2.15.1 Overseas shipment. Shipments identified with an overseas address shall be numbered as directed by the cognizant ac tivity.
2.2.15.2 Domestic shipment. Unless other wise specified by tbe cognizant activity, for domestic shipments !of identical items, package numbers will jnot be required. For domestic shipment of mixed items, con tainers shall be numbered consecutively, starting with number 1, and the number shall show in addition, the total number of containers, palletized unit loads or unpacked items comprising the shipment, for example, package No. 2 of a 28-package shipment shall be indicated at "PKG2 of 28." The shipping package number for shipments within or be tween Military departments shall be in ac cordance with Bureau or Service regulations or instructions.
2.2.16 Requisition, project, and consign ment number. The requisition, project, and

5 .2 .2 .4 Hazardous chemicals and substance. All unit and intermediate packs of hazardous chemicals and materials (including aerosal propellants) shall have affixed thereto the applicable warning labels in accordance with the applicable law s, statu tes, regulations, or ordinances. Such laws include the Federal Food, Drug, and Cosmetic Act, Federal Hazardous Substances Act and similar State and municipal legislation, the Federal Insecticide, Fungicide, and Rodenticide Act, and Department of Transportation (DOT) Hazardous Material Regulations.
5 .2 .2 .5 Flammable and combustible liquids.
a.
Flammable liquid. All unit and intermediate packs containing
materiel having a flash point below 100F, (37.8C) shall be marked with tie
flash point of the m ateriel.
b.
Pvroforlc liquid. Any liquid that ignites spontaneously in dry or
moist air a t or below 130F. sec 173.115 of CFR-49) shall be marked with the
flash point of the m ateriel.
c.
Combustible liquids. All unit and intermediate packs containing
materiel having a flash point at or above 100F. (37.8C) and below 200F.
(93.3C) (sec 173.115(a)(2) CFR-49) shall be marked with the flash point
of the m ateriel.
^ NOTE:
Flash point markings shall be expressed in degrees Fahrenheit, i . e . , flash point 8 0 F ., and shall be applied on the Identification marked side by means of labeling, printing, stamping, or stenciling (fig 5). Flash point shall be determined by using the testing methods prescribed in DOT regulations, e . g . , CFR-49, 173.115.

5 4.20.1 Hazardous chemicals and m aterials. Hazardous
chemical and material packs that are also shipping containers (includes cans,
drums) shall be m arked with the applicable label or information in accordance
with C rR 46 a n d GFR 49. Manual L - l (Guide to P r e c a u t i o n a r y L a b e lin g of
Hazardous chemicals) may be used as a guide in preparing precautionary
label text.
5.4.21 S u p p ly c la ss ide n tific a tio n m a rk in g l a b e l s . T h e u s e of supply class identification color marking labels shall be on an optional basis, except for medical supplies, and used only when specified by a Military D epart m ent. T he m arking r e q u ire m e n ts a r e contained in a p p e n d ix A of this sta n d a rd .

containers shall bear a p recautionary label on the identification m arked side
(fig .5 4 ). Method II m a r k in g s may be a p p lie d by m eans of la b e ls (see 5 . 2 . 2 . 3 ) ,
o r a copy of the label may b e p r in te d or stenciled on the co n ta in e r u sing
waterproof red ink. When there is insufficient space for labeling, the w ords
