The aid has normally been supplied by the nearest capable chlorine producer regardless of producer-customer relations. 1.2 PURPOSE The Chlorine Emergency Plan (CHLOREP) is an industry-wide program established by the Institute to improve the speed and effectiveness of response to chlorine Emergencies ir. the U.S. and Canada. The primary purpose of the new formalized plan remains as before -- to minimize the risk of injury arising from the actual or potential leakage of chlorine during Emergencies occurring in the course of transportation at d istrtbut ion points, or at chlorine user locations. The Kian has three primary objectives: a) To provide technical advice from qualified persons to personnel at the scene of an Emergency. b) To provide a'means for contacting producers or other agencies able to help in an Emergency; and c) To provide, if necessary, Emergency assistance at the scene of such an Emergency. 1.3 ORGANIZATION To meet these objectives, the Institute enlists the cooperation of its members to provide the personnel, equipment and expertise for the prompf'and effective control of chlorine Emergencies and to assist police, fire and other authorities in the event of Emergencies in transportation, at chlorine distribution points or at chlorine user locations, The Plan will be operated as a public service by The Chlorine Institute, Inc. and the Participants. 2. DEFINITIONS CARP, IER means a camion, contract or private carrier. CHEKTREC means the Chemical Transportation Emergency Center operated by the Manufacturing Chemists Association in Washington, O.C. CHLOP.EP means the Chlorine Emergency Plan operated by the Chlorine Institute. CHLOREP COMMITTEE means the ccnvnittee designated in accord with 3.2. CHLORINE means the element chlorine as shipped in commerce. Chlorine is classified by the DOT as a non-fiarvnoble compressed gas. CHLORINE EMERGENCY GROUP means a group designated in accord with 3.4.1. CHLORINE EMERGENCY TEAM means a team designated in accord with &3.4.1. CQT means the United States Department of Transportation, k Nov. 23, 1972 page 2 ..EMERGENCY means any leakage or other incident involving chlorine which creates a potential or., act.ua I . publ ic hazard. '. EMERGENCY CALLER neans the person at the scene of an Emergency who makes the initial call to the Energency Dispatcher. ' EMERGENCY CONTACT neans the person at the 24-hour telephone contact point' maintained by each Chlorine Emergency Group. EMERGENCY DISPATCHER' means the person in charge at the Emergency Oispatch .Agency .at the t ime of an Emergency. EMERGENCY DISPATCH AGENCY means CHE.'fTREC in the United States or TEAP in Canada. HOME' C00R0I NATOR refers to a member of a Chlorine Energency Group who remains at the hone plant location in accord with 3.4. .. INSTITUTE neans The Chlorine Institute, Inc. LOCAT ION GUIQE refers to the compilation (see CHLOREP Handbook) of the locations of all Chlorine Emergency Groups and their Emergency Contact telephone numbers. PART 1C I PANT means a company which, by signing a CHLOREP Participation Agreement, undertakes to provide one or more Chlorine Emergency Groups. PUBLIC OFFICIAL means any official of federal, state, provincial or local governments having, or who purports to have, police paver with respect to AS emergency. 'I tHn LEADER means the person in charge of a Chlorine Emergency Team. TEAP means the Transporation Emergency Assistance Plan operated by the Canadian Chemical Producers* Association in Ottawa.- 3. ORGANIZATION 3.1 PARTICIPATION Participants in CHLOREP shall be Active Members of the Institute who have agreed to participate as described in $ 10. 3.2 OPERATION The operation of CHLOREP is guided by a CHLOREP Committee established by the Institute for this purpose. The Ccrvaittee shall report to the Board of Directors of the Institute. Every Participant shall be entitled to representation on the ' CHLOREP Committee. Emeraencv Disoatch Agencies shall be entitled to advisory membership on the CHLOREP Cccnittee. A staff coordinator shall be designated from the Institute staff by the President. The staff coordinator will coordinate the dispatching arrangements with CHEMTREC and TEAP and will perform the adrpinstrative v/ork incident to the operation of the Plan. In addition, the CHLOREP Committee may designate a steering group consisting of the staff coordinator and sixto nine other persons to supervise the operation of CHLOREP. 3-3 EMERGENCY DISPATCHING In the U.5., CHLOREP will utilize CHEMTREC as the Emergency Oispatch Agency. CHEMTREC operates 24 hours daily. In Canada, CHLOREP will utilize the TEAP regional control centres as Energency Oispatch Agencies. TEAP operates 24 hours daily. The Institute will develop, maintain and furnish to CHEMTREC and to TEAP a Location Guide shaving the location of all Chlorine Emergency Groups and the associated telephone numbers (see CHLOREP Handbook). 3.4 EMERGENCY RESPONSE Participants must provide one or more Chlorine Energency Groups. The functions of these Chlorine Emergency Groups are(i) to receive emergency calls on a 24 hour basis from the Emergency Dispatcher or directly from consumers or carriers, (2) to provide the Emergency Caller with advice and (3) to make available one or more skilled, suitably equipped Chlorine fne rgency Teams far dispatch to Eme rgenci e s. Nov.'20, 1972' 3.^1 ' CHLORINE EMERGENCY GROUP " V' ' ' - ' V i 'V' A Chlorine Emergency Group will be established at every location listed in the .Participants' Participat!on Agrcement, The Chlorine Group shall consist of: a) An Emergency Contact to whom the request for assistance is'directed... b) .A Chlorine Emergency Team consisting of Team Leader and one or more team .-' assistants to handle the emergency, either by telephone or at the scene. *c) A. Customer , or c i v i I' author i ty hav ing a chlorine Energency can be put in contact with. an appropiate Chlorine Emergency Group by phoning the CHEMTREC telephone number for .' the United States or one of the TEAP te lephone numbers' for Canada. .: 4.2 INITIAL ADVICE Since the CHEMTREC center and the TEAP centers operate on a 24 hour, 7-day week basis, they are able to provide prompt initial advice from preprinted material to personnel at the scene. 4.3 EMERGENCY DISPATCHING Where expert advice or help at the scene appears necessary, CHEMTREC and TEAP will function as Emergency Dispatch Agencies. In such cases, *hd*Emergency Dispatcher will enter the pertinent Information on a appropriate Dispatch Report, will determine the preferable Chlorine Emergency Group using the Location Guide and will telephone its Emergency Contact. These procedures are covered in further detail in the CHLOREP Handbook. If the Chlorine Emergency Group first called cannot be reached the Emergency Dispatcher will call another Chlorine Emergency Group. If the Chlorine Emergency Group first called cannot respond, the Group must call . another Chlorine Emergency Group. If the Chlorine Emergency Group first called requires further assistance or believes another Group would be more appropriate, the first Group may call another Chlorine Emergency Group. The Emergency Group that accepts the responsibility to respond to the Emergency will so notify the Emergency Dispatcher. 5. RESPONSIVE ACTION 5.1 PRIOR TO SEH01NC TEAM The Emergency Contact, upon notification of.ah Emergency by the Emergency Dispatcher, or from any other sources, will immediately notify the Team Leader or his alternate. The Team Leader will telephone the Energency Caller or his designee at the seen.; at the prearranged number. After discussion with the Emergency Caller, the Team Leader will give advice for immediate action and discuss with the Caller whether or not a Chlorine Emergency Team is needed at the scene. If the Team Leader decides that expert help is needed, an appropiate Chlorine Emergency Team will proceed to the scene using its preplanned procedures in selection of personnel, equipment and t ranjportation. 5.2 ACTION AT SCENE OF THE EMERGENCY S.G.l On Arrival On arrival at the scene, the Chlorine Emergency Team will establish contact with these in charge, report its arrival to the Hero Coordinator and proceed to take such action as the Team Leader deems appropriate under the circumstances in helping to control the Emergency. POST EMERGENCY CRITIQUE An accurate thoughtful critique of the Emergency can be an important aid in improving CHLORtP. The Team Leader, with neip fren his entire lean should complete the rose Emergency Critique, as given in the CMLCREP Handbook, within one week of. the Emergency while memory of the event is fresh. The completed form should be nailed to the Institute's staff coordinator. This is a confidential report to the Institute and is not Intended for distribution other than to members of the CHLOREP Committee; it is not Intended to take the place of the standard Chlorine Institute P.eport (Form Cl-Acc.4), which should be filed in normal fashion. 7. WAIVER Each Participant shall waive any right or recourse it may have against the Institute and Its employees arising out of the operation of CHLOREP by the Institute. 8. FUNDING AND COSTING 3.1 ADMINISTRATIVE COSTS Costs involved in administration of the Plan will be funded by the Institute. 8.2 TEAM OPERATIONS It is contemplated chat the chlorine manufacturer or shipper of chlorine involved in an Emergency will reimburse the employer of a Chlorine Emergency Team for its cost of transportation material and labor incurred in performing its services and, if in its opinion circumstances warrant, seek contribution from any carrier, public warehouseman or other Person involved in the Emergency. The CHLOREP Com mittee sliall formulate procedures through which reimbursement is made. 9. PUBLIC INFOr.MAT I ON The Insitute staff, under the direction of t ho CHLOP-EP Ccr-mittec will carry out a nation-wide public information program directed to manufacturers, packagers, carriers, warehousenen, wholesalers and users of chlorine; to police, public , fire and rescue officials and to the general public informing then of the existence Nov,;.20, '1972 page 5 .-..of CHLOREP, its nature, purpose and general features and instructing then hew to ' seek assistance in case of chi orine Energency. ; 10. Any Participant may withdraw entirely or at any one location frcr.i CHLOREP by giving not less than 90 days prior written notice of intention to withdraw on a CHLCPEP Withdrawal Notice (Appendix B) provided that such withdrawal shall not affect any obligation or liability of such Participant arising under the operation of CHLOREP prior to the effective date of such withdrawal. EFFECTIVE DATE TERMINATION 11.1 EFFECTIVE DATE CHLOREP shall become effective when: a) The Plan has been adopted by the Institute's Board of Directors b) Two-thirds of the Active Members have signed Participation Agreements c) The CHLOREP Committee determines that the necessary personnel and are functional facilities 11.2 AMENDMENT OR TERMINATION CHLOREP may be amended or terminated by the Board of Directors of the Institute, effective 120 days after written notice to Participants of such amendment or termination. This Chlorine Emergency Plan was adopted by the institute's Board of Directors at its 201st meeting on June 1, 1972. in Point Clear, Alabama.
