Section I-INTRODUCTION
January Environmental Service Inc. Inspection Dates: 03/28/2019- 03/29/2019
PU~POSE OF THE INSPECTION
On 03/28/2019, I and fellow Region 6 inspector, Bill Mansfield and Oklahoma Department of Environm~ntal Quality (ODEQ) inspector, Roarke Blackwell (EPA team), arrived at January Environmental Services Inc. (JES) at 1:00 p.m. to conduct an unannounced Case Development Inspection (CDI) to followup on the EPA inspection conducted in November 2017. On arrival several JES employees were on si~e. After we identified ourselves, the workers contacted the operator, Mr. Cris January, Jr. who was at the JES location on Prospect Avenue in Oklahoma City, Oklahoma. Workers left the site around 1:30 p.m. Mr. January arrived shortly before 2:00p.m. I p'resented my credentials to Mr. January and explained we were there to do a follow-up inspection to review the facjJities compliance since the EPA inspection conducted in November 2017.
Consistent with the RCRA Program Authorization Memorandum of Agreer"0ent, the ODEQ was notified in. advance and invited to accompany the EPA during the inspection. This inspection wa~ conducted under the authority of section 3007 of RCRA. The scope of the inspection was a review of the facility's compliance with its duties as a used oil transporter, processor and marketer, and as a hazardous waste transporter and generator.
This report serves as documentation of the observations made by the EPA team during the RCRA CD I. Photographs documenting observations made during the inspection are included in Appendix 1.
. FACILITY DESCRI'PTION
JES is located at 4300 SW 36th Street, Oklahoma City, Oklahoma County, Oklahoma. JES has been in operation at this location since 2000. The JES facility is bordered byBrown Transportation to the north; Chemical Linen Supply to the west, and a railroad and Newcastle Road to the east and south. JES regulatory notification was last updated with ODEQ in 2013 as a non-generator of hazardous waste, a Used Oil and Hazardous Waste Transporter, a Used Oil Processor, and a U~ed Oil Fuel Marketer.
Section II- OBSERVATIONS
This section documents the observations made during the inspection and includes reference to photographs taken .during the inspection (Appendix 1). A table (Appendix 2) provides a list of concerns identified during the EPA 2017 inspection and concerns observed during this inspection.
Facility Walkthrough The EPA team began the facility walkthrough on 03/28/2019 in the main warehouse escorted by Mr. January Jr. The inspection continued to the ER/ Maintenance building, the concrete pad behind the main warehouse a'nd ER/Maintenance building, tank farm, and yard. On 03/29/2019, the EPA team
