No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. This facility was last inspected on 12/13/2023 by Inspector Chelsey Sherwood. FACILITY DESCRIPTION EPA conducted a follow-up inspection on the LBOC, LLC / Baker Sand Unit Tank Battery, which contains five (5) storage tanks in operation and four (4) storage tanks not in operation. Aerial imagery (Google Earth dated 03/11/2024) of LBOC, LLC - Baker Sand Unit Tank Battery. 2 Section II - OBSERVATIONS LBOC, LLC / Baker Sand Unit (CWA / ARU002199) Inspection Date 07/16/2024 I observed the LBOC, LLC / Baker Sand Unit Tank Battery, signage, and storage tanks; see Appendix 1 (Photographs Log), Photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed an active leak of saltwater from a fitting in a pipe from a storage tank inside secondary containment with salt crystals noted on the ground, see Photo No. 2 and No. 3. I observed the drainpipe for secondary containment (interior view) with saltwater sheen and staining, see Photo No. 4 and No. 5. I observed the drainpipe for secondary containment (exterior view) with saltwater staining and salt crystals from previous discharge(s) of stormwater commingled with saltwater, see Photo No. 6. I observed the drainage flowpath for the drainpipe for secondary containment, which leads to the Ouachita River; see Photo No. 7. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with LBOC, LLC being present during the inspection. Areas of concern at the time of the inspection include the following: Active leaking of saltwater into secondary containment from a fitting on a pipe for a storage tank; and Residual saltwater sheen, staining, and salt crystals inside and outside secondary containment and at the drainpipe for secondary containment, which lead to the Ouachita River. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed. Similar areas of concern were noted in the 12/13/2023 inspection conducted by Inspector Chelsey Sherwood.
