Minutes from the GIST meeting August 12,2002
The meeting began at approximately 9:10 am, in the Division o f Water Resources' conference room at 1201 Greenbrier St., Charleston, WY. Attending were Dave Watkins, George Dasher, and Don Criss o f the Division o f Water Resources (DWR), Bill Toomey for the Bureau for Public Health, Steve Williams and Sara Wallace o f die Ohio EPA, and Andrew Hartten representing DuPont. Roger Reinhart and Garth Connor o f the US EPA Region III were linked in by conference call.
The meeting began with a discussion of water sampling in the 2 mile radius area o f West Virginia. Andrew Hartten stated that 667 homes had been contacted, Andrew Hartten noted that more people turned down offers to sample water in this two mile radius area. Results o f the survey work at the Washington Works, Local landfill, Dry Run landfill, and Letart areas were discussed, Results o f re-sampled sites were also discussed. All of these results are presented in the "Two-Mile Radius and C-8 Sampling Report" and the "One-Mile Radius and C-8 Sampling Report".
Dave Watkins asked Roger Reinhart about the status o f the Denver lab. Roger Reinhart replied that 17 analyses were done id that a report would be forthcoming in the next few weeks, Some Ohio samples were split Andrew Hartten asked Roger Reinhart if there were any comparisons made, and Roger replied that none were done yet. Bill Toomey asked Roger Reinhart if the Denver lab was using die same procedure, and Roger replied that they were and that Exygen had collaborated in the exchange o f information. Dave Watkins said that no splits had been ran yet o f the WV samples and asked Sara Wallace o f the Ohio EPA i f the Ohio EPA would share data. Sara Wallace answered yes.
It was noted that concentrations o f C-8 in groundwater were somewhat elevated in samples taken at higher elevations such as ridge tops,
Ohio sampling results within the one mile radius were discussed. Three hundred sixty one homes were contacted for this sampling.
Garth Connor asked if concentrations o f C-8 had gone down after die new air scubber system had been installed, Andrew Hartten said that preliminary reports indicate a reduction o f up to 90%, and it is expected that the concentrations will decrease more in the future. Air modeling is also planned in tee future.
After a short break, sampling results from West Virginia and Ohio public service distticts were discussed. Little Hocking, Tupper Plains, and Lubeck PSD's will continue to be sampled on a quarterly basis. Bill Toomey asked if villages downstream needed more sampling in light o f results showing increased concentration o f C-8 at tee Letart outfalls. Sara Wallace replied not at this time. George Dasher and Dave Watkins asked Andrew Hartten to assess why these concentrations were increasing. Dave Watkins stated the need to establish a surface water quality standard. It was not certain if Dr, Staats is working on this.

Ohio River sampling results were discussed. New information was presented. It was

Dave Watkins asked for more samples to be taken close to shore at the Washington
Works area. Roger Reinhart said that he would support the conclusions o f the group,
Dave Watkins said that no more sampling o f private water supplies will be necessary in W est Virginia. Bill Toomey said he would confer with the DHHR and get back with the group as to whether the DHHR would want more samples taken. Andrew Hartten said that DuPont will continue to sample the Lubek PSD to see if measures taken have been effective.
Lunch break taken. Roger Reinhart and Garth Connor exited the conference call at this time.
At 1:Q0 pm., the meeting resumed. Monitoring well locations mid plume identification were discussed. Monitoring well installation at Letart was expected to be completed within the next two weeks. Dry Run monitoring wells had bedh completed as o f last week,
Andrew Hartten discussed foe status o f modeling efforts, BPA Region m , the Army Corps, o f Engineers, and the USGS will schedule a meeting in three to four weeks to further discuss modeling efforts. The Army Corps, o f Engineers had offered some comments on foe URS model, and these comments were being considered,
Andrew Hartten then discussed subsurface geometry under foe Ohio River and characteristics o f foe alluvium. A model o f groundwater migration from DuPont to Little Hocking was presented. This model showed foe cone o f depression from pumping DuPont's wells extended under foe Ohio River. Andrew Hartten concluded that there was no chance o f transport o f C-8 under foe Ohio River. Andrew stated that much time had been spent in calibrating this model, giving high confidence in the model.
The meeting was concluded after a discussion o f the next steps to be taken. A final report should be ready by foe end o f December 2002. A next meeting will be scheduled for mid November 2002, with a tentative date o f November 13,2002 se t The meeting adjourned at 2:00 pm.
