Kimberley Subjact: Emissions Standard* for tha Secondary Land Industry On February 18, Jack Klsfcerley'and Don Lynaa attended a naatlng at tha Invitation of EFA official* for trad* aaaoclatlcm* for th* purpose of dlcu*(lng proposed anl**lon standard* for th* secondary lead Industry. EFA 1* now In tha process of promulgating standard* for new and Modified construction Involving tha secondary natal* Industry. Tha authority for this action Is th* Clean Air Act, December, 1970, Section 111, "Standard! of Performance for B*v Stationary Source*." lb* procedure* which EFA has used to arrive at th* proposed standard* have bean: 1. To visit a nusdrer of plants; 2. To do source sailing at a paafcer of plants. Tha results of emission testing are a* follows: For blast furnaces - 1. Afterburner and bag houa* controls--0.2-0.}# of partlculsta/ton of lead produced; 2. Venturi acrubbcr control--1.5# of partlculate/toa of lead produced; 3. Afterburner, bag house and venturi acrubbcr controls--0.6# of partlculate/toa of lead produced. The propoeed amission standard* for blast and reverberatory furnacaa Involve the control of total particulate*, total lead particulate* and vlaual emission*. Total particulates are limited to l#/toa of lead produced. Lead la limited to leas than .5# Mtalllc lead/too of lead produced. Visual amission* are 1 1*1ted to 20X opacity idilch 1* equivalent to Elnglsman 1. The teat method Involve* t sampling technique consisting of a probe, a dry glass filter and vat lmprlngsr. Tha standard la based on total Mterlal collected In tha probe and on tha dry filter. Tha test method Is described In the Federal Keglster, Thursday, Deceafeer 23, 1971, Fart 2, entitled, "Standard* of Performance for Hew Stationary Source*." Th* proposed emission standards for pot furnaces and refining kettles 1evolve only the control of visual emissions. Th* standard la las'* than 10X opacity or no visible emissions. In order to put tha EFA standard* In perspective with regard to standards by th* states; 1. There ars no lead standard* for any stats; 2. Total particulate* rang* from 2-4# of partlculsta/ton of lead produced, and therefore, th* EFA raqulreMnt mv.m N 3451.01 #.
