REDACTED Dear Ms. Norton: I acknowledge receipt of your entire file, including a Claim Petition by which the petitioner alleges that on December 6, 1985, he was involved in an auto accident while driving a snow plow, and a collision occurred with his head going through the windshield. The injury was to the neck and other parts of the body as alleged in the Claim Petition, together with an impact to the eyebrow, which I state resulted in no permanent partial total disability. However, he was examined by Dr. Anthony Caputo, Dr. Boozan, and Dr. Herbert Hein. All are in conclusion that he did suffer a causal related injury to the eye concerning exophoria of one prism diopters and left hyperphoria of one prism diopter present. Stereopsis was 40 seconds of stereoacurity, which is perfect. The conclusion drawn by Dr. Caputo that was resolving vertical paresis, which has already improved, and should continue to improve. Dr. Herbert F. Hein concludes that the examination revealed a vitreous floaters of both eyes, slightly more in the right than in the left. There was no diplopia noted. There was no need for ophthalmological treatment at the time that he examined him. There were no corneal problems, and no irritation of any conjunctivitis. He did give the petitioner 5% of partial total permanent disability for the vitreous capacities of both eyes, with the floater being greater in the right eye, as well as diplopia of the left eye, noted as fatigue.
