Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 269 Marietta Highway Canton, Georgia 30115 Inspection Date March 29, 2023 Facility Programmatic ID 3601515879 LAT:34.2418 LON: -84.4968 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspector Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on March 29, 2023, at 269 Marietta Highway in Canton, Georgia 30114 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility was previously a restaurant that is being remodeled to become a BP gasoline station and convenience store. The majority of the renovations had been completed at the time of this inspection. Renovations were authorized by permit R02102-032 issued by the City of Canton on November 9, 2022. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is being converted into a BP convenience store and fuel station from a restaurant. Inspection Inspection Upon arrival at the facility, the EPA inspector presented inspector credentials to Andrew Reed, the superintendent with Kunj Construction that was at the site. He explained that renovations had begun a few years ago and included the removal/replacement of a few interior walls, kitchen equipment, and flooring materials. The EPA inspector explained requirements of the Asbestos NESHAP regulation including the 40 C.F.R. Section 61.145(a) requirement for a thorough asbestos inspection prior to conducting renovation activities at a CAA Asbestos Inspection Report: Inspection Date: 269 Marietta Highway Canton, GA 30114 03/29/2023 Page 1 of 2 regulated facility. The inspector further explained that this thorough inspection requirement applies regardless of the year of construction of the facility. Andrew Reed did not know if an asbestos inspection was conducted prior to the renovation activity. He provided the contact information for Randy Reed, senior project manager with Kunj Construction, and said that Randy Reed could provide the inspector with more information. Conclusion The EPA inspector will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, notifications, and waste shipment records for the facility.
