A. Short Range
Within eight weeks (by December 15) develop model legislation that will result in reducing, to the Maximum extent feasible, the amount of heavy metals such 3s lead, cadmium and mercury in packaging that is manufactured or sold in the Northeastern states. The legislation should mandate that in the manufacture of packaging, no heavy metals may be added la inks, dyes, pigments, adhesives or other additives. The model legislation should be in a form that may be adapted easily to each state's legislative style. The findings, or expository section, should indicate that the proposed legislation is a first step toward solving the problem of reducing the toxicity of packaging waste.
B. Long Range
1. Provide technical assistance to businetses/tadustries to aid them in making their packaging toxics * frea.
2. Monitor the progress of the model legislation in each state's legislature. Provide information on tha legislation, upon request,
3. Investigate the need to add other materials to the list proposed in the model legislation.
4. Investigate other methods to reduce toxics in the solid waste stream.
