Miller Date : July 27, 1981 Subject : SUPERFUND REPORTING At 4:40 p.m. July 24, 1981, I reported to the hazardous response center 800-424-8802 a vinyl chloride release to the air. Ensign Solar accepted the report. I told him that at 1:50 p.m. on July 24, 1981 a gasket had failed on a vinyl chloride filter at the Conoco Chemicals Co., Division of Conoco Inc. plant here in Aberdeen. The amount of material released was 5,5 pounds over a 10 minute period. There was no danger to life or property. The material dissipated into the air. He asked what was done to contain the spill and I told him the filter was isolated and evacuated. He asked if any other agencies had been notified, I told him I was reporting under the Hazardous,Waste Contain ment Act of 1980 and no other regulations required reporting such as NESHAPS where it is counted as a leak. Therefore no other agencies were notified. I also told him we weren't sure it was a reportable quantity to this agency until calculations were performed showing the 5.5 pounds. C, L.
