California ABB Hearings -- SPI (John Barr of Air Products) participated in the April 27 hearing in San Francisco. Media briefings were conducted in San Francisco and Sacramento by an SPI briefing team. The-hearings will be continued on May 24, 1978, in Los Angeles. Because of Stauffer's opposition, SPI will not conduct media briefings in Los Angeles. However Bob Hetler of Dow will act as an SPI spokesman, if requested by the press, at the hearing. Ken Kaminski and Bob Hinderer will testify for BFG. -2. TOSCA -- After the Inventory -- Bob Hinderer summarized BFG and EPA activities, relative to TOSCA. July 15, 1978, is the deadline for trade-name submissions. Pre-manufacturing and testing guidelines will be issued by EPA sometime between July -- September. Tier testing appears to be the likely EPA method. Tier 0 testing jincludes: physical/chemical properties, elementary mass-balance analysis of the process, development of analytical-detection tests. Tier 1 toxicity testing includes: acute toxicity tests (mammalian/aquatic), screen tests for plants, transformation (BOD), screening tests for chronic health effects (short-term mutagenic screens and 10-30 day: exposure/feedings). Bob Hinderer estimates that the cost (per chemical) of such testing will be $10,000 - $20,000. A Mutagenic Screening Lab will be started at Brecksville within a few months, under Paul Zakriski's direction. However several tests,, such as feeding studies, will still have to be sent to outside labs. Thus a six month lead time should be estimated before pre-market testing.results can be obtained. We are searching our records for information on the 18 priority chemicals that EPA has spotlighted. Epichlorohydrin, acrylamide and DOP are included on the list. Bob Hinderer is coordinating this effort. y 3. Customer Communications on FDA -- The Communications Group of the SPI PVC Safety committee is seeking to relay a more positive view of FDA ^ rulings to customers. The VCM/PVC Management Summary will be the vehicle. Hill & Knowlton is now preparing the second draft. NBS Protocol -- SPI has decided to continue financial support of this test development. There are some indications that NBS may use the test for preventative, rather than control, programs. They may well recommend the maximum number of pounds of a materialjwith a particular combustibility rating, that can be used in specific types of rooms and gathering places. NBS is currently re-assessing its current test protocol objectives. b. RN Article -- An ad hoc SPI group will be meeting with the editorial staff of RN magazine to discuss the recent misleading article on PVC combustion product toxicity. The SPI group will point out the inaccuracies in the article. The goals of this SPI group are 1) an article in RN on the value of plastics in the medical field. 2) an article in a medical journal on the medical aspects of the combustion products of plastics. Some members of CPSC felt that a more specific article,in direct response to the original RN article, would be a good short term solution. Jim Tanzilli is the BFG contact person.
