Public Health Service, U.S. Department of Health, Hduc.it ion and t.Vif.irc, was referred to by a Senior Inspector of il.M. factory Inspectorate, U.K. Dep-,rtncnc of Hiaployment Cequivalcnt to OSIiA) . It was given to understand tliac Dr. Stanton's findings arc considered to be of validity by British government occupational health authorities. Dr. Stanton's paper can be summarized as follows: (1) Durable fibres cause cancer simply because they- arc fibres and irrespective of their paysiochcmical characteriseics. (2) Asbestos causes cancer not because it is asbestos but because of the structural characteristics,. (3) 'Hie most convincing evidence of a structural relationship to carcinogenicity is time fine, long fibres of any durable materials completely unrelated.to asbestos arc similarly carcinogcnic . (4) Any durable fibres narrower than 3 microns in diamerer* and longer than 20 Microns are far more carcinogenic than fibres shorter than 20 microns with diameters wider or narrower than 3 microns. Dr. Stanton's finding which appear to receive international acceptance, may eventual ly be reflected in new occupational health standards which include all durable fibres of certain sires, and not only asbestos fibres. Currently calcium silicate fibres arc commercially used as filler in order to avoid OSIIA asbestos regulations. RE: Composition of Hodman Cationic Fibro As requested, the following with tho attached Material Safety Data Sheet will certify tho composition of our material. Hodman Cationic Fibre (HCF) . tICF is a natural minoral mixture, consisting predominantly (ovor 80%] of Heardito, and possibly Antigorite. Approximately 14 porcent by weight or volume consists of tho ninoral Chrysotile, All throo minerals belong to the Serpentine family, and havo tho chemical formula of Hydrous Magnesium Silicatos. The Lieardito and Antigorite particles aro flaky, platy, or amorph, and not fibrous, .'.'either ninoral is classified as an asbestos mineral. Chrysotile, tho only fibrous sorpentino variety, is on asbestos mineral, however only tho fibros longer than 5 microns are "asbestos fibros" and subject to* OSHA and other asbestos health regulations. Tho averago fibre length of the chrysotile portion of HCF is 2.52 microns. (Medical roports, incl. Dr. Gross', as per attached, are unanimous in stating that asbestos fibres with an average fibre length below 5 microns are not pathogenic and incapablo - of causing cancor or fibrosis.} Only 1.7% of all particles in HCF are asbestos fibres. s Tho foregoing was conflrmod by a sorios of electron microscopic tests on samples of HCF by tho Ontario Resoarch Foundation during 1974. ORF's findings ore avorago values dotorainod at 4000X magnification. (ORF is an independent, non-profit Research Institute co-sponsored by tho Ontario government. It has developed tho world's mast sophisticated and reliable techniques to determine asbestos concentrations in water, air and solids, and is therefore under contract to various govomment agoncles, including EPA in U.S.A.) In summary, we certify that HCF is not raw asbestos, but a serpentino compound consist ing predominantly of non-asbostos minoraIs and non-asbestiform particles.^ Tito minor chrysotile portion consists of very short fibros of an avorago length which is woll within the category considered as safe, HCP is dovoid of free sllicf, the cause of silicosis.
