Samantha -
Hope you are doing well. I am having several of my state think tank energy / environmental policy experts flying-in to DC in June 21-23 and we want to set-up some meetings with key people at EPA. There will be representatives from state level organizations that have expertise on many of the issues Administrator Pruitt is focusing on.
Do you have time to meet with us on Wednesday, June 21? We also have availability the morning of Thursday, June 22. We could come to your office. Our goal is to get a better understanding of EPA's plans and develop a state-focused strategy to help with the federal devolvement to the states.
See email below for more information about our meeting.
Thank you.

Thank you so much for making last week's call with Administrator Pruitt a reality. We had exactly 100 people on the call and attached is the attendee list. We appreciate how generous the Administrator was with his time and the frankness of his remarks.
On a different note - we have a group of state think tank leaders who focus on environmental issues coming into town for meetings with the Administration and the Hill. We would like to set up meetings with key EPA policy officials on Wednesday June 21- (ideally the morning but we can be flexible).
The goals of our fly-in are as follows:
1. Gain a better understanding of the administration's plans for devolving power back to the states
2. Share intel and issues from the states 3. Develop and deepen relationships between the state think tank movement and Washington
DC leaders 4. Develop a pro-active state agenda to prepare states for federal changes (we have a day-long
strategy session after meetings to work on these policies then roll-them-out at our national meeting in August)
Who can help me set up the appropriate meetings at EPA? Although mostly we want to listen, some of the issues our delegates want to discuss are as follows: methane, endangerment finding, on-going agency restructuring plans, regional appointments, Paris Treaty and Renewable Fuel Standard.
We are keeping attendance small so we have a more in-depth exchange. Attendees include:

Mike Thompson - Virginia Amy Oliver Cooke - Colorado Jason Hayes - Michigan David Stevenson - Delaware Jameson Taylor - Mississippi (tentative attendance) Todd Myers - Washington Matt Anderson - Utah Brent Mead - Montana Dan Peterson - Florida
Look forward to continuing to work with you. Thanks!

Good morning -
We have 87 people RSVP'ed for today's call - including 43 from RGA representing 26 different states. I expect more RSVP's to come in this morning. Because of the turn-out, if he does have any extra time we would appreciate lengthening the q&a. It will be operator monitored.
Any concerns about us adding a speaker about messaging after the Administrator concludes and is off the phone?
Thanks!

For tomorrow's call - after Administrator Pruitt has concluded, we wanted to have someone from Protecting America Now (a c4 focused on transforming EPA back to its original intent) give an update on message polling they just did related to many of the policies our groups are advancing. Wanted to see if there is any issue with us covering this topic after the Administrator concludes.

It is not a problem -1 am sure you all are extremely busy. I can set a call anytime that will be good for the Secretary's schedule. Because so many states are in legislative session, Thursdays and Fridays are best (in the afternoon so folks on the west coast can join us).
Looking at our network's schedule, the next few weeks are pretty open so we can be flexible if there are a few dates / times that work with his schedule.
Thank you!

Attached is the completed form requesting Secretary Pruitt to join our monthly State Energy / Environmental Policy Call. To expand the call to other key parties in the states, I can invite ALEC and RGA to participate. Our three organizations have been on a lot of policy related calls (healthcare and tax reform) together lately.
Background on this call: We kicked off this call in December of 2015 with the goal of getting as many states as possible to submit requests to EPA for two-year state plan extensions, but after the SCOTUS stay the call transitioned into getting as many states to stop working on a plan. During session our weekly war room calls quickly became the

go-to source for state action and info sharing. We not only have state and national think tank policy experts engaged, but also private industry and attorneys associated with state AG offices. We also deal with RPS mandates, carbon tax and messaging proactive free market solutions. The call is now on a monthly basis and would benefit greatly from receiving a first-hand update on changes we will see at the EPA, plus what support the agency needs during this transition.
Look forward to discussing this request. Thank you for your consideration.
