Mr. Cabrera requested to visit the property and brought a camera with him. After a brief ride to the different process units, we stopped at Unit 629, where we are preparing the temporary decontamination facilities; close by a couple of workers were working around some valves and he took pictures. He then took a sample of insulation that was near him on the ground, the workers were about 20 ft away. Then we went to the back where we have taken KayLo-10 from a tank. This waste is in 6 mil plastic bags, he also took samples from one of the bags. At this time I would like to mention the fact that Mr. Cabrera did not have any sampling equipment with him and also that the solid samples that he took, he placed them in his pocket straight from the ground. Mr. Cabrera never bothered to touch the insulation on the different pipes to see if they were wet or not. We wet every piece of insulatAd pipe before we went to work on an area. It's specified on 61-147 rules of "EPA" that we wet all insulation material even if it's KayLo-10. After this we came back to the office and he mentioned that the glove bag method should be used and that we had committed a violation. I was very surprised to hear him make such a statement without knowing all the facts, that we had wetted all the pipes with the insulation exposed or if the material exposed was KayLo-10. Jose R.
