B. Comments on Statistics
Recordable and Lost Workday Rates are higher than our targets for 1980. It is noteworthy to point out that in three of the last four years we have had our Lost Workday case in the month of January.
C. Units and Groups with Rising Trendlines and others Worthy of Comment
Depts. 10 and Power 2 show a significant improvement in their safety perfor mance indicating that they are now getting their injuries under control. The pumper gaugers have a rising trend line for the past two months.
D. Contractor Safety--C.M. McCullough
During the month, there was one recordable injury to a pipefitter. This Injury highlighted the personnel exposures in the project to remove the fireproofing in the styrene plant.
E. CEP Project Safety--B.C. Lancaster
The CED project suffered one recordable injury from a twisted back during the month of January.
II. REPORT OF THE SAFETY ADVISORY COMMITTEE (SAC)--D.W. Metten
A. Reporting Level for Loss Incident Reports
P-0111 has been revised (draft) to incorporate concepts approved by the November PMSB. The draft will be circulated the week of February 18, 1980.
B. Eye Bath Policy
SAC takes the following posture concerning the recommendations in the 1979 Annual Inspection Report:
1. Inspection Report
Recommendation - Consideration be given to the installation of hose-type eye wash stations rather than the currently fixed type so that a second person can irrigate the eyes of an injured individual.
SAC Response - Review of the data indicates:
a) The plant standard (fixed type) is different from the CED standard (hose type).

b) There are valuable merits to both types but when considered In balance, one type does not offer significant advantage over the other.
c) Use of the fixed type is universal In the plant with only rare exceptions.
Recommendation - SAC feels that since the merits of the hose type vs. the fixed type eye bath are marginal, the key issue becomes the con sistent use of eye baths in the plant. With this key point in mind and considering the cost vs. questionable benefit, SAC recommends no change made to the currently installed fixed type eye baths.
2. Inspection Report Recommendaton - Use of the alarms.and green iden tification lights on safety showers was Inconsistent. We recommend all safety showers be reviewed for the consistent use of lights and alarms.
SAC Response - SAC has asked SHAC to survey the plant to determine the degree of inconsistency. Based on the request, SAC recommends:
a) Alarms - As a policy, all eye baths should be alarmed. Based on the results of data to be gathered, SAC recommends a planned approach be accepted to ultimately achieve 100% alarms for eye baths. (The number of alarms required and cost involved will determine urgency of completion).
b) Green Light Identification - Same recommendation as "Alarms" above.
The Plant Manager asked that a memo be sent to Dick Joslin, Chairman of the 1979 Safety and Housekeeping Inspection Committee, giving him an update on the status of their recommendations.
III. REPORT OF THE SAFETY AND HOUSEKEEPING ACTION COMMITTEE (SHAC)--C.M. Cruse
The old and new SHAC Committee met with the Plant Manager and reviewed the sta tus of plans and programs for the coming year.
The SHAC Committee reported that the Procedure Bulletin on the use and control of hoses was out for approval and would be reviewed before the expanded staff.
IV. STATUS OF ACCELERATED VESSEL INSPECTION (AVIP)(SHAC)--C.M. Cruse
A new, up-to-date printout of the status of the vessel inspection program has been published. The Accelerated Vessel Inspection Program P-Bulletln is being prepared. It points out that extensions beyond three months of the targeted date requires the Plant Manager's approval.

V. STATUS OF THE S-T-A-R-T SAFETY PROGRAM--C.M. Cruse
Cruse pointed out the first training sessions of this new program were already underway* The SHAC Committee had trained members of the Plant Manager's Staff and training down through the line organization had started.
VI. 1979 ANNUAL SAFETY AND HOUSEKEEPING INSPECTION--J.A. Glass '
The Plant Manager asked that we bring Dick Joslin, Chairman of last year's Safety and Housekeeping Inspection Team back to the plant for an update on the status of the recommendations of his committee.
VII. STATUS OF THE S&PP SITE SURVEY RECOMMEDATIONS--J.A. Glass
The status of the existing recommendations was reviewed. As soon as the new report is Issued, we will make assignments for responsibilities and follow-up and we will pursue them until we reach a decision point in each of the recommendations.

X. LOSS CONTROL RECOMMENDATIONS--G.L. Tromblee to G.T. Byan, et al, 8/22/79--Status--J.A. Glass
A report summarizing the status of the Loss Control Recommendations will be issued prior to the next Plant Manager's Safety Board Meeting.
XI. EPP ~ OPERATING GUIDES--G.T. Ryan
A memo was issued on November 21, 1979 detailing a proposal for proper operation of the emergency procedure rule during emergencies. The Plant Manager requested that a summary of this be recirculated prior to the next meeting of the Plant Manager's Safety Board.
Don Kaldenberg pointed out that Mound Laboratory has a specialist in emergency procedure planning who is available for consultation on setting up and testing our own emergency procedure plan. He will make contact with Mound to determine the availability of this person to review our program prior to the next meeting of the Plant Manager's Safety Board.
XII. EPP CONSOLE CHECK-OUT--G.W. Bostick
- Bob Kraitchar is checking out the EPP console every Monday. A schedule will be prepared to have each person responsible for operating the consoles to come down and particpate in the check-out so they can maintain their skill in the use of this equipment.
XIII.BREATHING AIR SYSTEM--G.L. McKee
A project team has been appointed to survey the existing breathing air system to audit its operation and control. The Plant Manager Indicated that he wanted to meet with this committee to express his interest and concerns about its safe operation.
XIV. PLANT MANAGER'S COMMENTS
The Plant Manager pointed out that the Plant Manager's Safety Task Force for MCI Company would be meeting in Texas City and Chocolate Bayou on March 10, 11 and 12 and that J.A. Glass and C.M. Cruse will be preparing the schedule for plant tours for the guests. Details would be distributed at a later date.
