Financial Statement The financial statement for the period ending March 31, 1980 was reviewed by the Executive Director. The statement was accepted on motion. Staff Report OSHA - The report of the OSHA-NIOSH Work Group's review of recent scientific information about the health effects of asbestos has not yet been received. (Report was publicly released at April 17, 1980 press conference)'. The OSHA Advisory Committee on Construction Safety and Health Sub group on Health Standards will finalize its report on health standards for the construction industry at the May Subgroup meet ing. Subsequently, the report will be presented to the f ull ^ ^ q / ^ Page 3 Arts and Humanities Subcommittee to the full Senate Committee on Labor and Human Resources. A hearing had been held by the sub committee March 17, 1980 at a New York City public school. Wit nesses included Anthony Smith, Director of Buildings for the New York City Public Schools, Dr. Robert Sawyer, Yale University, Dr. Irving J. Selikoff, Mount Sinai School of Medicine, and Dr. David Rail, Director, National Institute of Environmental Health Sciences. B. "Non-disclosure by Business Entities as to Dangerous Products" (H.R. 4973) was the subject of a hearing conducted March 14 by the House Judiciary Committee Subcommittee on Crime. This marked the fourth time the bill has been heard in the Subcommittee. Witnesses included David Sweeny, director of the Legislative-Political Depart ment of the Teamster's Union and George Taylor of the AFL-CIO Department of Occupational Safety and Health. C. The "National Workers Compensation Act of 1979" (H.R. 5482) was the subject of hearings conducted by the House Education and Labor Subcommittee on Labor Standards March 25, 26 and April 1. George Purkell, Amalgomated Clothing and Textile Workers Union, Essie Briggs, Carolina Brown Lung Association and a Mr. Vermeulen of Soquel, California, a victim of asbestosis, were among those tes tifying . Further hearings are scheduled for April 17, 23 and 24. D. "Asbestos Control Act of 1980" (H.R. 6840) was introduced March 18, 1980 by Edward P. Beard (D-RI) and referred to the House Commerce Subcommittee on Consumer Protection and Finance. The bill requires the Administrator of EPA to promulgate rules to require the substitution of suitable materials in place of asbes tos and to promulgate rules to prohibit asbestos fibers or fibers from asbestos substitutes from being released into the environment. States - A report was given on current state legislation of interest. Highlights follow: Connecticut House Bill No. 5807 would require an additional label on asbestos-containing materials to be used "in the construction or repair of structures." AIA/NA resubmitted its earlier comments to the General Law Committee to which bill was sequentially referred. (Bill was reported favorably by General Laws Committee and approved by the whole House April 22 by a vote of 145-0.) . Connecticut House Bill No. 5783 established a task force to study public health hazards of asbestos. It was reported favorably by the Environment Committee March 26. (Bill passed the whole House April 16 by a vote of 143-0.) Connecticut Senate Bill No. 8 established information and notice requirements for employers using carcinogens. Bill passed the Senate March 26 and is pending in the House. (Bill passed the House April 17 by a vote of 117-27.) Recommendation VI - Authorization was granted to Special Counsel for Federal Regulatory Affairs to prepare a draft Request for Proposal for the next Executive Committee meeting. Such RFP would pertain to an information gathering project on historic workplace exposure levels as well as necessary financial and marketing data to be collected via questionnaires. Miscellaneous Other reports and discussions in accordance with agenda. Other Business The next regular meeting of the Executive Committee will be held Tuesday, May 13, 1980 in the Association Office.
