SAFETY DIRECTOR APPROVED BY: MANAGER I. Purpose To prevenC Che accidental release of hazardous materials from valved atmospheric bleed point openings in process piping and equipment. II. Scope This procedure applies to atmospheric bleeders in hazardous material service as noted below: A. Atmospheric bleeders Include all valved openings in piping and equipment for use as high point vents, low point drains, and/or equipment clearing connections in hazardous materials service noted in B below. This definition does not apply to atmospheric vents that are required by safety code or procedure (specific items include - actuated vent valves between block valves in burner management systems, injection pot openings, and the like). B. The following materials are considered hazardous for the purposes of this procedure: - Vinyl Chloride - Methanol - Polivic - Fuel Gas (Natural and Propane) - AMS (Emergency Kill Systems) - Acids - Caustic and Chem Wash - Phthalic Anhydride - Liquids 140F and Greater III. Procedure The following requirements must be met for all bleeders governed by this program. A. Bleeders not in use shall be plugged as noted below: - Blind flanges, plugs or caps shall be Installed vapor tight. Procedure - continued - Bleeders from vented pressure gauge installations or double block/bleed systems will be plugged (excludes atmospheric vents that are required for safety as noted in II. A. above). - Bleeders being used for freeze protection are considered to be in use. B. Bleeders governed by this procedure shall be painted bright orange to maintain visibility. C. Each department is responsible to: - Plug bleeders promptly when they are no longer needed. - Inspect for and plug bleeders left unplugged quarterly. The Safety Director will initiate the inspection.
