The lakes are downstream from Ward Transformer Company, whose owner was convicted last summer of dumping PCB-laced oil along state roads in 1978. . At two sites along a stream feeding the lakes, investigators have found 2.6 parts per billion of PCB. 50,000 parts per billion is the level at which PCBs are considered toxic and must be removed. The federal govern ment has advised, however, that no action could be ordered because the PCBs apparently entered the stream before 1978, wheri the Federal Toxic Substances Control Act took effect. NRCD officials said they doubted if significant concentrations would be found in the lakes.
