This meeting was arranged by Drs. Kehoe andCurtiss to discuss details of implementation of the work required toprovide data necessary to satisfy the requirements set forth inthe letter received by Dr. Kehoe fromthe Surgeon General's office. This letter hadindicatedthat the Surgeon General's office wouldexpect fromthe TELindustry at the endof a year a report onthe effects of substitution of X-105 for TEL. Dr. Kehoe had spent April 7tour ingStandardof California installations inthe Bayarea in companywith Mr. Spence toprovide backgroundfor this meeting. Dr. Curtiss openedthe meeting by stating its purpose andindicating that in his opinionthe occupational health problems with employees withStandardof California are relatively simple. He saidhe felt that this phase shouldbe separated fromthe problemof developinginformationwhichwouldprove that X-105 is acceptable froma public health standpoint. He thenturnedthe meet ingover to Dr. Kehoe for his comment. Dr. Kehoe emphasizedthat inadditionto an occupational healthproblem there was the larger problemof public health. He agreedwithDr. Curtiss that the two could, and should, be separated cleanly. He andDr. Curtiss will watch over the health of California employees while he will also be look ingfor information whichwill provide a report acceptable to the UnitedStates Public HealthService as well as to the health services of other countries in whichthe antiknockmight be used. He saidthat exposure inthe California refineries wouldbe extremely mild. He congratulatedStandardof California ontheir safetyprogram, but said that it hadthe unfortunate aspect that the

exposure wouldnot be great enoughto provide conditions whichwere most de sirable for evaluating the effects of the antiknock. He saidthis meant that the TELindustries wouldhave to carry out exposure studies elsewhere than inthe refineries of the Standard Oil Companyof California. His tour of the California properties indicatedthat probablythe worst exposure was for the menloadingtanktrucks, but that eventhis exposure was not as severe as might be expected. He saidthere were some drumfillers, some inspectors, anda fewother people working under somewhat undesirable conditions.
Dr. Kehoe said that he andMr. Spence hadagreed onusing the people belowfor the physiological studies within the California company.
Blending - five regular employees at Richmondhaving an average exposure of 48hours per year per man andfive regular employees at ElSegundo presumed tohave similar exposure. Dr. Kehoe saidthat he expected tofindnothing fromthis group of people, but he needed gooddata eventhoughthe results might be negative.
Tank Car Loading - sixmen at Richmondhave anaverage exposure of a half anhour per day each. Conditions are so goodthat it was agreed that no useful purpose wouldbe served byincluding these men.
Tank Truck Loading - It was agreedbyDr. Kehoe and Mr. Spence
that the motor transport people who drive trucks, unloadtrucks, andon
occasion loadtheir owntrucks, shouldnot be includedbecause of minimum
chance of exposure. The same conclusionhadbeen reached with respect to
the drivers employedbySignal Oil whohave similar duties. The only
people inthis group who shouldbe consideredfor inclusionare the 12loaders
at Richmondwhoaverage one to twohours per day exposure. It is believed
that there are four people at the Bakersfield refinery who shouldbe included
inthe group. The Standard people were particularly anxious tohave them
included since high temperatures during the summer season result invery
highvapor losses in the first stages of truck loading. Theypointed out that
vapor losses hadbeen so severe under such conditions that theyhadhadto
install automatic equipment whichwouldpermit the loaders to get away '
fromthe trucks duringloading.
DrumFilling - Five people at Richmondwill be includedalong with five relief people, all of whomhave light exposure.
Inspectors - There are onthe "longwharf" at Richmondfour men whose duties consist largely intaking samples frombarges andtankers as they are loading, and running simple tests on such samples to determine that the proper gasoline is goinginto the proper compartment. Dr. Kehoe was of the opinionthat these people might have a reasonablyhigh exposure level.

Control Laboratory - Inthis laboratory there are ten meninvolved in routine checks on gasoline quality. Of these, it was felt that four might have a reasonable exposure level since they spendmost of their time running distillation tests.
The thirty-nine menwill have four urine samples andtwoblood samples during the 9-month samplingperiod. These samples are tobe takenunder California medical staff supervision andbe shippedto the Kettering Labora toryfor analysis. Each of these menwill have a complete physical examinationat the start andat the endof the 9-monthperiod conductedby the California medical staff. Inaddition, extra checks will be made on urine samples whichwill be submitted to the duPont lab under the direction of Dr. Gerlach.
Attentionwas next turned tothe question of service station and garage exposure. Dr. Kehoe emphasized once again, as he hadonMarch 10, that he didnot expect any significant level of exposure, but he must have data for the Public HealthService. After some discussion it was agreed that twenty stations wouldbe selected for this study. Tenof these are to be in the Los Angeles metropolitan area andten inthe SanFrancisco Bay area. These are to be selected onthe basis of high gallonage of ChevronSupreme gasoline and, hopefully, onthe secondarybasis of a lowturnover of personnel. It hadbeen agreed that managers andassistant managers shouldbe included inthe sample. It is tobe expectedthat forty to fiftypeople will start the program. Inthe case of transfers fromone station to another it was agreed that the man was more important thanthe station, andthat sampling would followthe man. There was some discussion as to the stations to be selected, but this was left to the California Marketing group andDr. Cholak. Each of the people selectedwill be givena complete physical examination at the start of the program. Whether a physical will be givenat the endof the program will be left to the judgment of the California medical staff, whichwill give all of the physicals. Twobloodandfour urine samples will be taken during the 9-monthperiodand, as inthe case of the previous group of samples, sent to the Kettering Laboratoryfor analysis.
Dr. Kehoe indicatedthat he wouldlike to have a garage operation similar tothat of the YellowCabfleet, but there were novery goodsuggestions as towhere such a garage might be found. One possibility is the UnionSquare garage inSanFrancisco. Here, a very highvolume ofpremiumgasoline is pumped. It may not have enoughmechanical workto qualifyit as a garage, however.
There was some discussion of the environmental programwhichwill parallel the physiological program, but Dr. Kehoe indicatedthat setting this programupwas the responsibility of Dr. Cholak. Dr. Cholak presently plans to arrive inSanFrancisco onApril 12and spendthe re maining three days of the weekwith Mr. Spence and representatives of Ethyl and duPont setting upthe air sampling program. Generally speaking,

the environmental programis designed toprovide environmental data at all locations inwhichphysiological checks are being carried out. Inaddition it is expectedthat it will provide some data as to environmental conditions somewhat awayfromanyof the test locations. Samplingwill be ona regular basis, again to be workedout betweenDr. CholakandMessrs. Koehnle andMcHheny. It was agreedthat the TEL suppliers product service people couldprobably handle this work. However, this cannot be determinedwith certainty until after Dr. Cholak's visit. There was some discussion of the hazards whichwouldresult fromthe use of X-105 insofar as tank cleanings were concerned. Dr. Kehoe emphasized that the onlywayto avoidhazard here was toavoid exposure. This is just as true of X-105 as it is of TEL. He reiterated that he sawno problem insofar as tank cleanings are concernedif exposure was avoidedbythe use of proper equipment. To summarize, approximately forty men inthe direct employ ofStandard of California in refinery handling of gasoline are to be followedfor physio logical effects of X-105. Necessary physical examinations are to be carried out bythe California medical staff, while the necessary analyses of urine andblood samples will be carried out at the Kettering Laboratory. Approxi matelyforty men in service station workare to be put through similar physiological tests. Here again, the California medical staff assumes responsibility for all necessary physical examinations, while bloodand urine samples are tobe sent to the Kettering Laboratory for analysis. The environmental study samples will also goto the Kettering Laboratoryfor analysis, as required. The work of taking the necessary samples will be the responsibility of the Ethyl andduPont product service people. The exact programis to be the responsibility of Dr. Cholak of the Kettering Laboratory. After the programis further formalized, Dr. Kehoe will meet with representatives of duPont andEthyl to decide exactlyhowcosts should be shared. However, Ethyl has alreadybeen committedbythe writer to pickuphalf of the Kettering Laboratory costs for analysis of samples, preparation of reports, etc. This is in accordance withthe agreement reachedbyMr. Sabina andDr. Kirby.
