The publication plans an article on environmental contamination by polychlorinated biphenyls (PCB) early in 1970 and have asked us some very pointed questions which, to date, have not been pursued by any previous press queries. In order to prepare suitable answers to these questions, I have been asked to arrange a meeting for the recipients of this memo. Room E~311 has been reserved for 9 a.m., December 3, for* this purpose. All members of the PCB committee will receive a final copy of the material furnished to the magazine. This will be the first major U.S. article since the story first broke in February and the first time we have been asked to supply additional detailed information beyond our position statement. The fact that it is breaking in the St. Louis area contains additional implications. While the final content of ;the paper will not be determined until it has been through-our usual scientific review procedure, we do expec_t to publish an article on the-.subject early in 1970. We have a copy of the statement issued by Monsanto Company on March 3> 19&9* and presently plan to publish this in the same issue of the magazine carrying the PCB article in order to present the point of view of the manufacturer. However/ we would like to give you an opportunity to add to this state ment if you have accumulated additional information since March. We would like to know as soon as possible whether you expect to add to the statement, and must have your copy - by December 15 in order to assure its appearance in the issue carrying the article. * Whether or not you wish to add to your March statement, it would be most helpful if you could supply us with answers to the following questions: *' 1. When did Aroclor first go on the market? Did this precede or follow the manufacture of PCB in Europe and Japan? 2. May we have a copy of your bulletin O/PL-306, which we understand lists the products for which PCB is used? n 3. At which Monsanto plants is Aroclor manufactured? 4. Does Monsanto itself incorporate PCB into some of its other products? If so, at which plants? And have emissions from these plants been monitored for the presence of PCB? With what results? 6. We would be pleased to receive any additional information, such as scientific reports, advertising copy, or any other material you may have on PCB. 7. Could you tell us what control measures you use to keep the PCB concentrations below the TLV in the plant atmosphere? We would be pleased to discuss PCB with a representative of your company, and since coincidentally both your office and ours are in St. Louis, time and place should be easy to arrange. It is the purpose of ENVIRONMENT to provide the most accurate and complete information possible about environmental contaminants. Your cooperation will help us in our effort to provide the public with the facts as to whether PCB is an environmental contaminant; how it reaches the open environment; what are its hazards to wild life; and whether it presents any risk to humans.
