MEETING SUMMARY
The mission for this team is to determine the best means, on a long-term basis, for handling the VCM Plant by-product streams (Light Ends, Heavy Ends, and Muriatic Acid). Currently, the Light Ends stream is sold to Vulcan, the Heavy Ends stream is shipped to PPG, and the Muriatic Acid stream is being neutralized (although customers for this stream are being pursued). Due to the effects of the Montreal Protocol and other concerns about chlorinated hydrocarbons, the long-term viability of Vista's current outlets is suspect.

The group developed the following brainstormed list of alternatives:
1. Install the UOP process. 2. Install the BFG Catoxid process. 3. Install the BASF process. 4. Employ an incineration and HC1 recovery process. 5. Commercially incinerate all by-products. 6. Establish alternate customers. 7. Eliminate production of these by-products. 8. Develop a joint venture project with another producer. 9. Employ the Super Critical Water Oxidation Process. 10. Work with some research entity to develop new technology.
The following list of criteria was then developed to evaluate these alternatives:
1. If the alternative chosen requires technology not currently indigenous to Vista, then it must be proven technology.
2. There must be flexibility/reliability associated with the alternative chosen. 3. The alternative chosen should result in Vista becoming essentially self-
sufficient in handling these by-products. 4. The alternative chosen must be practical. 5. The alternative chosen must be implementable within a 3-to 5-year period.
Utilizing these criteria, alternatives 5, 6, 7, and 10 were eliminated from further consideration. The rest of the alternatives will be further investigated and summarized by the next team meeting.
NEXT MEETING The next meeting of the team will be held on February 13.
