Yalcinkaya Subject: OSHA Inspection - Kimmins Asbestos Removal Mr, J. K. Quarrels arrived at Bldg 199 at approximately 11:30 a.m. on July 11 for the purpose of continuing his inspection of Kimmins Corporation employees removing asbestos insulation at Bldg 75. Mr. Quarrels was advised that the contractor employees would be breaking for lunch and it was agreed that the inspection would begin after lunch. This author accompanied Mr. Quarrels to lunch in Texas City and returned to Bldg 199 at approximately 1:00 p.m. Mr. Quarrels held a brief conference with Wea Haskins, Mona Bellomini, Walt Kincaid (Kimmins), and this author. Quarrels was then given the safety intro training by Wes Haskins and escorted to the Kimmins office trailer at Bldg 75. No personnel exposure monitoring was conducted due to Mr. Quarrels not having filter cassettes in his sample case. A program review was conducted with Mr. Kincaid and Quarrels exited the plant at 2:00 p.m. The inspection is to be continued by Mr. Quarrels on Thursday, July 12th with 15 minute personnel exposure monitoring on the Kimmins employees. The only potential deficiency observed by Mr. Quarrels was the lack of physical exams on the employees performing asbestos demolition. The standard requires physicals within 30 days of the initial potential exposure to asbestos ;and the Kimmins employees had less than 7 days since their initial potential asbestos exposure.
