Cost Evaluation
5.0 COST EVALUATION Included in this section of the report are the cost estimates for both control technologies evaluated for application at Colstrip. Both the capital cost and the O&M costs were estimated using vendor supplied budgetary cost estimates for the reheat fabric filter, reheat ESP, and ash handing systems. Burns & McDonnell in-house estimating software and tools were used to determine the supply and installation costs that were not otherwise supplied by vendors. Appendix B contains details from all the vendor quotations received.
5.1 CAPITAL COSTS The Total Direct Costs (TDC) from Table 5-1 includes the capital costs plus balance of plant mechanical and electrical costs (i.e., ductwork, insulation, electrical upgrades, piping, etc.) and the cost for materials and labor required for installation. Total Project Cost in Table 5-1 includes the total direct costs plus indirect costs such as engineering, escalation, contingency, and other miscellaneous indirect costs. The Total Project Cost is based on the assumption the project will be executed on a multiple contract, lump sum construction bid approach. These costs do not include Owner's costs such as taxes, allowance for funds during construction, fees, permitting and Owner's contingency.
