Tentative abbreviated work schedule for substance reviews : 1 December 2005 - 31 Dece r Proposals for NEW POPs In accordance with article 14 .6 of the Protocol on POPs Parties to the Protocol can propose ne substances to be added to annex I, II or III . A Party proposing a new substance should provic Executive Body with information about the substance as specified in Executive Body decision Parties discuss the proposals at a session of the Executive Body provided the proposals have circulated ninety days in advance . Substances proposed at the twenty-third session of the Executive Bod y The European Commission has submitted a pro posal for amendment to the Protocol with rega following five substances : H exa chio robutadiene, octaBDE, pentachlorobenzene, PolychlorinatE n a-p h th al enes , SCCP s The Netherlands has re-submitted the dossier on dicofol for technical review . The Working Group on Strategies and Review suggested that, pending decision by the Execut at its twenty-third session, during the 90-day period between the submission of dossiers and session of the Executive Body, the dossiers be available on the Convention's website for comr submission of additional information by all interested persons or groups .
