SUBJECT: OSHA CANDIDATE CARCINOGEN LIST
The Imperial Chemical Industries Limited Plastics Division Liver Angiosarcoma Cases has been reviewed by the Corporate Medical Department. The information is complete through May 1, 1980. The enclosed graph references this data, and reveals that the peak incidence of deaths from angiosarcoma of the liver occurred in approximately 1976 and has been on the decline since that year.
The Chemical Manufacturers Association VCM brain tumor data is only complete through 1972, and is therefore inconclusive for use in Shell's response.
It is concluded that the projected epidemic-like incidence of angiosarcoma of the liver in humans has not occurred, and that the observed cases of angiosarcoma in humans today is the result of unfortunate massive exposures in the past.
