It may be received in any of the following types and grades: Amositc Amosite asbestos is coarse and shaggy, gray to brown in color and is presently used as a thermal insulating material in shipboard applications. Grades - D3, Dll, DX, MD, M, K3 and W3 (other - former grades * B-l, B-3, 3/DM-l and M-l). *,, Chrysotile * ** * % Chrysotile asbestos, is received in lump and crude form and when partly "opened" it varies from yellow ish-white to grayish-white, white when fiberized. Packaging; Asbestos purchased through the mid to late 1960's for the national stockpile, was packaged in either burlap bags or osnaburg bags which contained an asbestos weight of from 100 to 150 pounds each. Any future asbestos purclmscd for the national stockpile will be pressurized packed in polyethylene liners, which shall be black in color and 4 to 5 mils thick. The polyethylene liner shall be heat sealed and then covered with a preservative treated burlap bag or an osnaburg bag. All bags of any given lot shall be of the same nominal si2e and shape and of the same type and kind of package material. 3- Marking; a. Early receipts of stockpile asbestos had markings on the bags indicating the name and kind of material, name of supplier, name end location (including State -and Province) of mine, grade, gross and net weights and Government contract number. In addition, some bags were marked with the lot number and bag serial number of its respective lot. The bag markings of future purchases will contain all of this information as well as warning notices "Handle With Care" and an appropriate caution concerning (when required) the use of respirators. (Chrysotile asbestos bags may also indicate the re spective magnetic rating of the material). Klpjc pi ! b. To facilitate the segregation of each lot of asbestos in convey ances containing mixed lots, a color marking will be found on each end of the bag. The color marking has no permanent record or identification value and it is applied only to permit rapid recog nition of each lot during shipment to the depot and for unloading and storing at the depot. After a lot of asbestos has been tallied and stored, the color mark is to be disregarded since the same col r may be used by the shipper at a later date to identify a lot of a different type and grade of asbestos. --------__ _____ 4. Stockpile asbestos on hand may consist of any of the following methods of storage: (1) In bags as received, in a dry, sprinklered warehouse in box pallets. (2) In bags as received, in a dry, sprinklered warehouse, in block stack fashion using flat pallets for floor dunnage only. (3) With bags removed, in clean, dry, sound steel tanks of the type formerly used as portable, field, oil storage tanks. (k) In bulk, in woc-den bins constructed in a dry, sprinklered warehouse. ** m The method of storage to be used for future purchases of stockpile ash stos shall be restricted to that of Bo. (1) above. Present inventories shall remain in their respective method of storage pending action to ship against sales contracts. During the Interim, however, should the need occur to move any material for reasons other than to meet shipments against sales, the method of continued storage (after such movement) shall be first coordinated and approved by the Stockpile Storage Division, Washington, DC. e. The use of box hooks for handling bags of asbestos (whether the bag be new or old) is prohibited. Bags which have been damaged* (torn or ripped", leaving an opening) must he adequately repaired, repacked or overpackaged and remarked within the authority contained in Section 17, Paragraph 5, Repair of Damaged Containers, Page 35/ this manual. d. Precautions to be taken; a* Health; Asbeotosis and other serious health ailments have been attrib uted to the inhalation or injection of asbestos dust, usually after iong period of time. Strict precautions must be taken by personnel who say become `exposed to asbestos dust or airborne particles. Such personnel shall wear a respiratory protective device of the type and kind approved for this purpose by the Bureau of Mines, Department of' the Interior, or the Kational Institute of Occupational Safety and Health, Department of Health, Education and Welfare under provisions of 30 CFB, Firt H (37F3 6aUht Mar. .25, *72). All street clothes shall be removed and replaced with work clothes including head covers and feet covering prior to handling asbestos. All monitoring, personnel health requirements and cleaning records shall be established and maintained In accordance with requirements set forth by governing occupational safety and health standards. The standards as presently required vill probably remain reasonably stable, however, the methods of employing the physical aspects may vary from depot to depot, depending on the cireisstance and conditions prevailing at each given depot. The cost practical and economical work methods or procedures can best be determined only upon consideration of the specifies involved at any given depot. In any event all vork, procedures, health standards, etc., shall be vithin the framework of that required by the respective regulatory agency, i.e.f HEW, 05HA, DOT, EPA, etc. b. General: Bags must be kepb dry to prevent mildew of. the bags and resulting deterioration which might contaminate asbestos with bag particles. Moisture tends to "cake" material, particularly chzysotile, which Impairs its usefulness.. In other respects ordinary moisture does not harm asbestos except that It oust always be removed before processing. Bags of asbestos should he kept reasonably free of dust. (a) Local exhaust ventilation ami dust collection systems shall be designed, constructed, installed, and maintained in accordance with the American National Standard Fundamentals Governing the Design and Operation of Local Exhaust Systems. Employees engaged in the spraying of asbestos, the removal, or demolition of pipes, structures, or equipment covered or insulated with asbestos, and in the removal or demolition of asbestos insula tion or coverings shall be provided with respiratory equipment in accordance with paragraph (U}(2)(iii) of this section and with special clothing in accordance with paragraph (d)(3) of this section. (ci) Personal protective equipment. 4 (1) Compliance with the exposure limits pre scribed by paragraph (b) of this section may not he achieved by the use of respirators or shift rotation of employees, except: ' (I) During the time period necessary t install the engineering controls and to institute the work practices required by paragraph (c) of this section; (II) In work situations in which the methods prescribed in paragraph (c) of this section are cither technically not feasible sr feasible to rn extent insuf ficient to reduce the airborne concentra tions of asbestos fibers below the limits prescribed by paragraph (b) of this sec tion; or (3) Work p/oetkos. (Iii) In emergencies. (i) Wet method*. Insofar as practicable, a$l*estos shall be handled, mixed, applied, removed, cut, scored, or otherwise worked in a wet state sufficient to prevent the ! emission of airborne fibers in excess of the exposure limits prescriliod in para graph (b) of this section, unless the use fulness of the product would be dimin ished thereby/ (ii) Particular product* and operations. (c) No employee shall be assigned to tasks requiring the use of respirators if, based upon his most recent examina tion, an examining physician deter* mines that the employee will be unable to function normally wearing a respirator, or that the safety or health of the employee or other employees will be impaired by his use of a respirator. Such employee shall be rotated to another job or given the opportunity to transfer to a different position whose duties he is able to perform with the same employer, in the same geographi cal arua and* with the same seniority, . status, nml rate of pay he had just prior to such transfer, if such a different posi tion is available. Spacing between lines shall be at least equal to the height of the upper of any two lines. (2) Caution labels* (1) labeling. Caution labels shall be affixed to all raw materials, mixtures, scrap, waste, debris, and other products contain ing asbestos fibers, ur to their containers, except that no label is required where asbestos-fibers have been modified by"a bonding agent, coating, binder, or other iiiuUn'iut so that during any reasonably foreseeable use. handling, storage, dis posal, processing, or transportation, no airborne concentrations of asbestos fibers in excess of the exposure limits pro scribed in paragraph (b) of this section will be released. (1) Recordkeeping. (1) Exposure records. Every employer shall maintain records of any personal or environmental monitoring required by this section. Records shall be maintained for a period of at least 3 years and shall lie made available upon request to the Assistant Sec retary of Labor for Occupational Safety and Health, the Director of the National Institute for Occupational Safety and Health, and to authorized representatives of cither. (2) Employee access.
