Trelease Ethyl Corporation 100 Park Avenue New York 17, New York Dear Bill: When I was in New York some days ago, I talked to Hank Ball about various aspects of the handling of formal procedures with Ethyl's customers with respect to the one-time "regulations" of the U.S. Public Health Service. He was concerned, at that time, about the authority for the signs on gasoline pumps and certain containers. I promised at that time to send to you a copy of the letter which I had written to the Service on this subject, and also a copy of a reply received a little later from Dr. Robert J. Anderson. Here they are. You will note the nature of the relationship,which amounts to keeping the Service fully informed, so as to provide them with an opportunity to raise objections or to give advice, if they choose. This is not to be regarded as asking their consent, or to request a ruling from them in any formal sense. These will not be forthcoming. The principal virtue in this relationship is that the Service will be kept informed so that it will be in no doubt as to what the industry is doing. If any comments, favorable or un favorable, are made, they will be informal in character, and for the present, at least, they are more likely to be made to me than to anyone else.
