The BHRC member companies recommend that API fund up to $6,559,864 to execute the appropriate agreements with CinPathoGen and University of Colorado to complete the Shanghai Health Study, recognizing that appropriate agreements would need to be in place: between CinPathoGen and Fudan, to address the needs of AHS, between CinPathoGen and University of Colorado, and between API and the 5 BHRC sponsoring companies. The BHRC will review and approve the proposals and API is requested to contract as expeditiously as possibly, consistent with its contracting processes and procedures. Payments would be provided under the contracts to keep the study sufficiently funded, up to a total of $6,559,864, as long as the following terms were being met: Enhanced QAlQC process outlined in the QAlQC Team charter would be in place and bimonthly reporting of metrics defined by the QAlQC Team would be provided to the BHRC TC by the QAlQC Team Chair. Business continuity plan covering any single vacancy by either Dr. Irons or Dr. Wong would be submitted to the BHRC TC respectively by Dr. Irons and Dr. Wong. The BHRC member companies recommend that the API Executive Committee approve up to $2M would be released by API to CinPathoGen as an advance prior to final contracts being executed. This is a compelling, time sensitive situation due to laboratory funding issues in Shanghai and requires immediate attention.
