FORMATION The American Industrial Hygiene Association was established in 1939 by leading industrial hygienists a s a result of need for an association devoted exclusively to industrial hygiene. OBJECTIVES The objectives of the Association as stated in the Articles of Incorporation are: 1. To increase the knowledge of industrial hygiene through interchange and dissemination of information. 2. To promote the study and control of environ mental factors affecting the health and well-being of in dustrial workers. 3. To correlate such activities ae a re conducted by individuals and agencies throughout industrial, edu cational and governmental groups. 4. To bring together persons interested in die v a r ious phases of industrial hygiene. ACTIVITIES Some of the activities in carrying out these objec tives are: (1) Representation of industrialhygieniets:-The Associa tion speaks or acts for industrial hygienists in m at ters of general interest as: (a) Dissemination of information on the fundamentals of industrial hygiene. (b) Definition of the scope of industrial hygiene. (c) Development of nomenclature in industrial hygiene . 1 (fl) improvement ol the education, training, and statue of industrial hygienists. (e) Solutions of problems of industrial hygiene in national and other emergencies, in part by en couraging the optimum uee of available industrial hygienists sad the training of new ones. (f) Cooperation with various organizations a s the American Standards Association and governmental agencies in pie preparation of various codes and approval schedules. (g) Presentation of awards to members of the Asso ciation for outstanding service in the field of in dustrial hygiene. (2) Meeting: One meeting per year is held by the Asso ciation, and most of the Local Sections of the Asso ciation hold several meetings per year. The knowledge of industrial hygiene is increased by die information presented in the carefully selected scien tific talks on new discoveries and developments. Infor mation Is disseminated not only by these talks, but also by less formal discussions among individuals and groups, and by scientific and commercial exhibits of high quality. The information disseminated and acquired at these meetings unquestionably encourages die study and control of environmental factora affecting the health and well being of industrial workers, and aids in correlating the activities of various individuals and agencies. A Uet of the annual meetings of the Association fol lows. These have been joint meetings with the American Association of Industrial Physicians and Surgeons and, in some instances, with other organizations as well. The American Conference of Governmental Industrial Hy gienists (known as the National Conference until 1947) Joined the group in 1943 for Its 9th annual meeting; the American Association of Industrial Nurses in 1944 for its 2nd annual meeting; and the American Association of Industrial Dentists in 1946 for Its 3rd annual meeting. This practice of holding joint meetings has die advantage of providing opportunities for personal contacts and ex changes of information in closely related fields. The increase in the number of the cooperating associations is evidence of an increase in the popularity and recog nition of the value of this practice. CUMMINGS MEMORIAL AWARD A feature of the annual meetings is the Cummings Memorial Lecture and the presentation of the Donald E. Cummings Memorial Award for outstanding contributions to die knowledge and practice of the profession of Indus trial Hygiene. The award was established by the Board of Directors in 1943 in memory of one of our most en thusiastic founders and our third president. Some of die meetings of the Local Sections are held jointly with local sections of other associations, such as the American Society of Safety Engineers and the Ameri can Institute of Mining and Metallurgical Engineers. Information on the annual meetings of the Associa tion. and on many of the meetings of the Local Sections, is given In our publication, the American Industrial Hy giene Association JOURNAL. In 1950 the .I.H .A . alliliated with the American Association lor the Advancement of Science. Several interim meetings ofA .I.H . A. have been held during the annual meeting of the latter society In Decem ber. A joint session of A .I.H .A . with the American 'Society of Safety Engineers is customarily held during the National Safety Congress each Fall. Meetings of the Board of Directors of the Associa tion a re held twice a year. Information on these meet ings and other subjects is disseminated to members by frequent newsletters prepared by the Executive Secretary. (3) Publications: (a) The AMERICAN INDUSTRIAL HYGIENE ASSOCIA TION JOURNAL Is the official publication of the Association. This publication, which began a sep arate existence with the June 1946 issue, numbered Volume 7, Number 2, and called at that time the 4 AMERICAN INDUSTRIAL HYGIENE ASSOCIATION QUARTERLY, is an outgrowth of the Industrial Hy giene Section of INDUSTRIAL MEDICINE. Original articles of general interest in the field of industrial hygiene and news of the Association and Local Sec tions are published in the JOURNAL, which is Is sued under the guidance of the Editorial Committee of this Association. Members receive this publica tion as one of their benefits of membership. Of their $10.00 Aies, $6.50 goes to pay for their sub scription. Subscription ra te for non-members is $7.50. (b) HYGIENIC GUIDES: Series of bulletins contain ing pertinent information required (or hazard evalu ation. Subjects cover all of the common industrial chemicals and m aterials, including new chemicals introduced to the industrial m arkets. (c) INDUSTRIAL NOISE MANUAL - the first of a series of technical manuals, written by the Noise Committee, is a reference volume of ten chapters. It is priced a t $7.50 to non-members, $4.50 to members of the Association. Information cmthe duties of officers and committees, election of officers, and term s of officers is given in the Articles of Incorporation and Bylaws. The financial records show that as of April 1, 1956 the Association had a bank balance of $3,552.08, and Investments of $4,464 in U.S. Savings Bonds Series F and G, along with a savings account of $8, 000. H ie ta b le on p ag e s 9 to 14 co n tain s in fo rm atio n on L ocal S ections. i 5 MEMBERSHIP As stated in the Bylaws la Article H, Section 2a: '"Hie Board of Directors may elect to membership in die Association reputable persons who have been engaged in some form of industrial hygiene activity for at least three years and have been graduated from an accredited school of college grade or have had equivalent training. Graduate study may be accepted in place of p art or all of the required period of industrial hygiene activity." The Board of D irectors defines Industrial hygiene as die. professional application of any specialty toward die maintenance of industrial health or toward the study of die nature and causes of occupational disease o r other problem of induetrial health. Atmospheric pollution in volving potentially hazardous m aterials of industrial origin i s a closely related problem and accordingly Is considered by die Beard to be a phase of industrial hygiene. On October 1, 1951 there was adopted a new mem bership application blank which explains in some detail the present interpretation of the membership require ments quoted above. A copy of this blank is available upon request from the Executive Secretary. Any person having a professional interest in industrial hygiene may become an associate member of a local sec tion, entitled to all the privileges of membership in the section except die right to become preaident or enjoy the privileges of the national Association. Application for Associate membership in a local section should be made in writing, including die names of two membere o r asso ciate members of that local section. Table 1 shows die growth of the membership and die geographic distribution of die present m em bers. By an amendment adopted June 25, 1955,the member ship was broadened to Include Industrial Associates. Any organization may apply for this status and must be ap proved by a two-thirds vote of the Board of D irectors. The dues shall be $50.00 per year. This Amendment (No. 6) also provided for Honorary Membership. Fereons particularly distinguished in die general field of imlustrial hygiene or In a closely related scientific field may be bestowed with this type of mem bership by the election of the Board of D irectors. Section 2b of tills amendment provided that the Board of Directors may recognize as Contributing Members such persons as currently enjoy full member8hip statue. No privilege or professional distinction is to be assigned to this class other than those enjoyed by regular members. 6 INSIGNIA Hie insignia or emblem of the Association is shown on the lront cover of this book. This design, submitted by Oliver G. Siam, was selected by die Board of Direc tors a t die Animal Meeting in 1943 from designs sub mitted by various members. The design essentially Is a composite illustration of various (actual or symbolic) equipment used in such a s pects of industrial hygiene as medical, chemical and engineering. The X-ray tube symbolizes medicine and physics; the retort, chemistry; and the blower, engi neering. Emblems in the form of gold-filled pins, lapel but tons and watch charm s may be obtained from ihe Execu tive Secretary a t the cost of $3.90 to r die pins and t*ittons and $5.15 lor the charms, postpaid in die D.S. and Inclusive of Federal tax, a s long as the present supply lasts. ARTICLE I Name The name of the corporation in: AMERICAN INDUS TRIAL HYGIENE ASSOCIATION. ARTICLE n Duration The period of duration of the corporation is; PER PETUAL. Castrop. 18 " .'.Sf ARTICLE V Object The purpose or purposes for which the corporation is organized are: to Increase the knowledge of industrial hygiene through interchange and dissemination of infor mation; to promote the study and control of environmental factors affecting the health and well-being of industrial workers; to correlate such activities as are conducted by individuals and agencies throughout industrial, edu cational and governmental groups; and to bring together persons interested in the various phases of industrial hygiene. ARTICLE VI Membership The Association may have one or more classe* of members. The designation of such class o r classes and the qualifications and rights of members of each claes shall be as from time to Urne set forth in the By-Laws. ARTICLE VTI Officers Section 1. The officers of the Association shall be a President, a President-Elect, Secretary, and a T reas urer . The officers shall be elected by members of the Association ami shall serve until their successors are elected and Installed. The President-Elect shall be elec ted annually and shall automatically accede to the P re si dency on election and Installation of his successor. The Secretary and T reasurer shall be elected for a term of three years. Their tenure of office shall not run con currently. Section 2. An Executive Secretary may be appointed by the Board of D irectors. He need not be a member of toe Association and shall hold office a t toe pleasure of toe Board of Directors. Section 3. Committees not having and exercising authority of toe Board of Directors in toe management of toe Association, may be designated by resolution a dopted by a majority of toe Directors present a t a meet ing a t which a quorum is present. 19 a rticle v in Administration Section 1. The Association shall be governed by the Board of D irectors. The Board of Directors, by a resolution adopted by a majority of the Directors in of fice, may designate an Executive Committee, which com mittee to the extent provided in the By-Laws of ths Asso ciation shall have and exercise the authority of the Board of Directors in the management of the corporation. The Executive Committee shall consist of the four officers of die Association and the two moat recent past P re si dents. Section 2. After the firs t Board of Directors, the Board of Directors shall consist of nine elective direc tors, the four officers, die two m ost recent past P re si dents, and the m ost recent past T reasurer and past Sec retary of the Association. The President of the Asso ciation shall serve as Chairman of the Board of Direc to rs. The Secretary and the T reasurer each shall auto matically become a member of the Board of Directors for a period of three (3) years after conclusion of fheir term of office. Section 3. A change in die number of qualifications of Directors of die Association shall be made only by amendment to the articles of Incorporation. Section 4. Three elective Directors shall be elec ted each year and each shall serve for a term of three years. 30 BYLAWS ARTICLE I Meetings Section 1. The annual meeting ol the Association shall be held a t the time and place selected by the Board of D irectors. There halt be a t least one business se s sion during the annual meeting. Section 2. Written notice of all annual and special meetings of the Association stating the place, day and hour of the meeting and, in the case of a special meeting, the purpose or purposes for which die meeting is called, shall be sent by mail to die members by the Executive Secretary, at the direction of die President, at least thirty days in advance of the date set for them. Section 3. The Executive Secretary, on direction of the President, shall notify in writing each member of the Board of Directors a t least two weeks in advance of a meeting, as to the time, place, and purpose of the meeting of the Board of Directors. A majority of the Board of Directors shall constitute a quorum. ARTICLE H Membership Section 1. Members of die Association shall be persons who a re engaged in industrial hygiene activities and such other persons or organizations a s may be p ro vided in these bylaws. Approval by two-thirds of the Board of Directors shall be required for election to mem bership. Section 2a. The Board of Directors may elect to membership in die Association reputable persons who have been engaged in some form of industrial hygiene activity for a t least three years and have been graduated from an accredited school of college grade o r have had equivalent training. Graduate study may be accepted in Place o r part or all of the required period of industrial hygiene activity. Section 2b. The Board of Directors by a two-thirds vote may approve as Industrial Associates such organi zations as may apply for this status. The dues for In dustrial Associates and die privileges of this class of membership shall be defined by the Board of D irectors. Section 2c. The Board of Directors may recognize a s Contributing Members such persons as currently enjoy full membership status. The Board of Directors may elect as Honorary Members such persons as a re particularly diatinguirtied in the general Geld of industrial hygiene, or in a closely related scientific field. Honorary Member ship shall be considered as purely honorary and as re quiring no dues, and it does not perm it such members to vote on Association m atters unless such person Is also a member of die Association in good standing. Persons considered lo r Honorary Membership shall be selected by a two-thirds vote of the Board of D irectors. Section 3. Appllcationfor membership shall be made on a form approved by the Board of D irectors. Each applicant must be sponsored by two members in good standing, one of whom resides in the same geographical area a s die applicant. Section 4 . The dues shall be $10,00 per year. Dues beoome payable on the first day of January of each year. Section 5. Any member whose dues a re unpaid on March 1, is not in good standing, and he shall have no vote. When die dues of any member shall not be paid within one year after they a re due, his membership in automatically terminated. Section 6. Any member dropped for non-payment of dues may be reinstated at any tim e previous to the convening of the annual meeting of die y ear following his delinquency by payment of dues in a rre a rs and also dues for the current year. ARTICLE m Election of Officers and Directors Section 1. No person shall be nominated or elected a s an officer or director unless a t the time of such nom ination or election such person Is a member in good standing of the Association. Nominations for officers and elective directors shall be made by a nominating committee of three members to be appointed by the Board of D irectors. Each member of the Nominating Committee shall be from a different local section or geographical a rea. At least ninety days prior to the annual meeting, the Nominating Committee shall select two nominees for each elective office and shall select five nominees for elective directors. The list of nominations shall there upon be forthwith mailed to each member of toe Asso ciation. The members will vote and return their ballots not later than six weeks prior to the annual meeting. In making nominations for elective directors and officers, 22 Nominating Committee shall give consideration to m ain taining on the Board of Directors a balance of represen tation from industrial, governmental, educational, in surance and professional interests; and from different geographical areas. Section 2. Installation of officers and directors shall take place a t the last business session of toe annual meeting. Upon expiration of toe term of office of the President, he shall become a member of the Board of D irectors to serve two years. Section 3. If any officer o r director at any time during his term as such officer or director shall cease to be a member in good standing of toe Association, the Board of D irectors shall have the power to forthwith re move such officer or director and declare such office or directorship vacant. The Board of Directors shall have toe power to fill any vacancies among the officers and directors to serve until the nest annual meeting of toe Association or until their successors are elected. ARTICLE IV Duties of Officers Section 1. The President shall preside a ta ll m eet ings of toe Association and of toe Board of Directors and shall perform such other duties as may be directed by the Board of D irectors, He should keep in contact with developments in the field of Industrial hygiene and guide the Association in the formulation of constructive activities. Section 2. The T reasurer (with such assistance of toe Executive Secretary as Is authorised by the Board of Directors) shall be toe custodian oi all monies of the Association, shall receive all monies due toe Associa tion, and shall pay all authorised bills against toe Asso ciation. He shall submit his accounts for audit a t toe meeting of toe Board of Directors held during the annual meeting and shall transm it to his successor in office all funds and property of toe Association in his possession. He shall submit an annual report to the Associatioa in such form as may be determined by toe Board of Di re cto rs. Should the T reasurer not be able to perform the Junctions of his office, the Secretary shall assume toe functions of that office. The Executive Secretary and T reasurer shall be bonded in such an amount as shall be determined by the Board of D irectors from year to year and In a company approved by the Board of D irec tors. Expense of bond shall be borne by toe Associa tion. ,, Section S. The Secretary shall keep an accurate record of all the transactions of a ll meetings of die A s sociation and of the Board of D irectors. Section 4. The Executive Secretary shall carry on the correspondence of the Association, shall keep an ac curate lis t of the members and their status, arxi shall perform such other duties as may be directed by the Board of Directors. ' A RTICLE V Duties of the Board of Director E xecutive C om m ittee Section 1. The Board of D irectors shall hold regu lar meetings at least twice a year, one of these meetings to be held during the annual meeting of the Association. They shall review the activities of toe Association as presented by the President, and consider such other mat ters as may be brought to their attention. Section 2. The Executive Committee shall admin ister the affairs of the Association as delegated by the Board of D irectors. Any expenditures to be assessed against the funds of the Association shall be authorized by the Executive Committee prior to their being incur red. The Executive Committee may authorize the P re si dent to approve the payment of any regular items of ex penditure up to twenty-five dollars. It shall a ssist the President in carrying out his activities. It shall be re aponpible to tbe Board of D irectors for its actions. Section 3. A Local Sections Council shall be e s tablished . Two members shall be elected to this Coun cil by each Local Section of the Association. The P re si dent shall call a meeting of this Council during the an nual meeting and prior to the meeting oi the Board oi D irectors. The Local Sections Council shall communi cate to the President any desires of the Local Sections. The President shall present the actions of the Local Sec tion Council to the Board of Directors for their conslde ration, A RTICLE VI Committees Section 1. The Board of D irectors Bhall appoint a program committee, Tbe membership of tee committee shall be a s determined from time to time by tee Board of Directors. The President-elect shall act as Chairman 24 ' 1116 duty tt>e Program Committee shall be to provide the program for each meeting of the Association. Satisfactory abstracts of all papers offered for presentation a t the annual meeting Shalt be obtained by tbe Program Committee a t least sixty days prior to tee date of the meeting. Section 2. The Board of Directors shall appoint an ethics committee of tores m em bers. Upon recommenda tion of the Ethics Committee a membership may be te r minated by the Board of Directors; provided that a copy of the charge against the member shall be furnished to him in writing a t least thirty days before tee meeting at which action is taken. A three-fourths vote of a ll mem bers of the Board of D irectors shall be required to te r minate membership. Section 3. All resolutions for submission to the Association shall be referred to tea appropriate com mittee for study and recommendation. Section 4. Board of Directors Bhall appoint an edi torial committee. This Committee shall establish pro cedures to carry out tee editorial policies oi toe Asso ciation and may recommend to the Board of D irectors teat certain policies be established. Section 5. The President shall appoint m em bers to se rre and to represent tee Association on committees formed by other organizations. Section S. The Board of Directors shall appoint an awards committee. This Committee may select a mem ber or group of members of tee Association to receive tee American Industrial Hygiene Association Awards. These Awards shall be made in recognition of outstand ing service in tee field of industrial hygiene awl shall be presented not more frequently than once a year. Section 7. Tbe Board of Directors shall appoint such other committees as they deem necessary or which a re recommended by tee Association. They shall appoint special committees at their discretion to facilitate hand ling the affairs of the Association or its activities. Section 8. The membership of all committees, ex cept tee Executive Committee, shall terminate with the close oi the annual meeting. ARTICLE v n Local Sections Section 1. The Board of Directors shall have the power to foster the formation of Local Sections. The Board of D irectors shall consider an application from six or more members of the Association to establish a Local Section and the Board of D irectors shall establish the geographical ares of such sections. Section 2 . The president and president-elect ol each Local Section must be members in good standing of the American Industrial Hygiene Association. Section 3. The Constitution and Bytavs at each Local SecHon must be approved by the Board of Direc tors at the American Industrial Byglene Association. Section 4. Before a Local Section publishes or otherwise issues publicly any statement upon a policy m atter which purports to represent the opinion ol the American Industrial Byglene Association it must obtain the consent oi the Board oi Directors oi die Association. Section 5. Before any officer of director oi a Local Section publishes or otherwise IssueB publicly any state ment upon a policy m atter which i* within die policy area of die Local Section, he shall determine by a poll that the statement expresses the m ajority opinion of the members and associates of the Local Section. Section 6 . The Board of Directors may establish reciprocal relations with any local o r national organi zation whose work and activities a re closely allied to Industrial hygiene. A group of this nature may become an affiliated society under conditions set up by the Board of Directors. ARTICLE Vm Seal Hie Board of Directors shall provide a corporate seal which shall be in the form of a circle and shall have inscribed thereon the name of the Association and die words, "Corporate Seal, Illinois.'' ARTICLE K Amendments Section t . Amendments to Bylaws may be proposed a t any annual meeting by a majority vote of the mem bers present and voting. Proposed amendments shall be circulated to the voting membership with a letter bal lot.
