Grumbles April 3, 1986 RAILCAR PRETRIP INSPECTION PROCEDURES VISTA There has been recent inspection and enforcement activity at Vista facilities by FRA regarding shipment of railcars which are not prepared and secured appropriately to prevent significant release of hazardous materials to the environment. We should review our pretrip inspection procedures to assure that railcar shipments from our plants are done in a sound manner and in compliance with appropriate DOT regulations. The review should specifically include the following: 1. Assure inspection and securing of all railcar closures and valves on loaded and empty cars, regardless of whether those devices were operated at the inspection point. 2. Assure appropriate communication mechanisms for bad-order cars that are not to be shipped. With the exception of cars last containing a combustible materials, empty cars must be shipped in the same manner as loaded cars. Please call me or J. J. Hall if you have questions on the above.
