August 1, 1933 INTERIM FEDERAL SPECIFICATION ASPHALT, PETROLEUM (PRIMER, ROOFING,.AND WATERPROOFING) c This Interim: Federal Specification was developed by the General Service's Administration, Federal Supply Service, Washington, D. C. 2040o, based upon currently available techical information. It is recommended that Federal agencies use it in procurement and forward recommendations for changes to the preparing activity at the address shown above. The General Services Administration has authorized Federal agencies to use this Interim Federal Specification as a valid exception to Federal Specification SS-A-701, dated August 1, 1933. 1. SCOPE AND CLASSIFICATION 1.1 Scope. This specification covers a cut-back asphalt used as masonry primer. 1.2 Classification. Asphalt shall, be of one type only. 2. The asphalt primer shall consist 'of. an asphaltic base thinned to a suitable brushing consistency with a volatile solvent. 3.2 Viscosity. The Saybolt Furol viscosity of the material shall be from 25 to 75 seconds at 25C (77F.) when tested in accordance with 4.4.1. o 3.3 Distillation. When tested in accordance with 4.4.2', the percent by volume of distillation of the primer shall be not. less than 35 at 225C (437F.) and not more than 65 at 360^3 (68oF.). 3.4 Residue. Residue obtained from distillation at 3&3C (680F.) shall be retained for examination of its properties. ' 0 3.4.1 Penetration. Penetration of the residue at 25C. (j7F.), 100g in 5 seconds shall be 20. to 5 when tested in accordance with 4.4.3. V 3.4.2 Solubility. Residue shall be not less than 99 percent soluahle in carbon disulfide when tested in accordance with 4.4.4. ." 4. QUAim ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specifled'in the contract or purchase order, the supplier is responsible for the perforrance of all inspection requirements as' specified herein. Except as otherwise specified, the supplier may utilise his own facilities or any. commercial laboratory acceptable to the Government. Tne Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements. ... 4.2 Sailing . 4.2.1 Lot. Unless otherwise specified (see 5.2), a lot shall consist of an primer offered for delivery at one time. 4.2.2 Sampling for Inspection. Rnndom samples of filled packages shall be selected in accordance with ME-STD-j.-^, using inspection level I. ... . o 4.2.3 Sampling for tests. Sampling Tor tests shall be in accordance with - SS-R-4o6, method 101.11 except that two 1 quart composite samples shall be made. ' One sample shall be transmitted to the testing laboratory and the second shall be retained for check analysis in case of dispute. 4.3 Examination D 4.3.1 End item. Each random sample selected in accordance with 4.2.2 shall he inspected for the following major defects: 'broken or leaking package, under fill, improper and illegible labeling. The Acceptable Quality Level shall be 2.5 percent defective. 4.3.2 Inspection of preparation for delivery. An inspection shall be made to determine that the packaging and parking comply '-'ttc tne rtquiretseni-S in section 5 of this specification. Defects snail be scored, in accordance with table I. The sample unit shall he one shipping container fully prepared for delivery. Sampling shall be in accordance with HIL-5TD-105. The lot size shall be the number of shipping containers lit the end item inspection lot. Distortion of container. 4.4 Test Methods, The composite sample shall' he subjected to the tests specified herein. If the sample fails to pass any test, the lot represented by the sample shall be rejected. A rejected lot may be resubmitted for acceptance provided the contractor, having been informed as to the cause for rejection, has removed or replaced all nonconforming packages. 4.4.1 Furol viscosity. Viscosity of the material shall.be tested in accordance vith ASTM D68 (see 3-2). 4.4.2 Distillation. Test for distillation of the material shall he conducted in accordance vith ASTM D4c-2 (see 3.3). . ' 4.4.3 Penetration of residue. Residue shall he tested'for penetrating properties in accordance vith ASTM D5 (see 3-4-.1}. * t" 4.4.4 Solubility of residue. Residue shall be tested for. solubility.in accordance vith ASTH D4 (see 3*4.2). % .5. PREPARATION FOR DELIVER* . -V ' 5*1 Packing. Packing shall be level A, B, or C, as specified (see 6.2).. 5-1.1 Level A. Unless otherwise specified (see 6.2), the asphalt furnished in 5 gallon quantities shall be packed in a pall conforming to FFP-P-704, type II, class 1, 2, or- 3. 5-1.2 Level 3. The asphalt furnished in 5 gallon quantities shall be packed in a metal pail with lug cover and a vire bail securely attached to-each pail. .The wire bail shall be fabricated from No. 9 W tc !! wire sage vith a nominal thickness of Cll48 , zinc coated or protected with a' corrosion resistant smterial. Each cover shall have a floved-in or other suitable gasket uniformly distributed around ths circumference of the inner edges of the cover. All exterior surfaces of the pail shall be coated with a commercial coating. 5-1.3 Level C. The asphalt shall be packed to Insure carrier acceptance and safe delivery at destination in containers complying with the rules and regulations applicable to the mode of transportation. 5*2 Standard packaging (civil agencies). Hie standard packing for civil agencies shall be as specified In 5.1.2. 5*3 f&rking 5*3*1 Civil agencies. In addition to markings required by the contract or order, the shipping containers shall be marked in accordance with Fed. Std. No. 123. -. 5*3*2 Military activities. In addition to markings required by the contract or order, the shipping containers shall be marked in accordance with MIL-STD-IH9. 6. NOTES . 6*1 Intended use.
