This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1424512) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. No CapturePoint, LLC representative participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 24 Battery, where a 4" steel injection line connected to the NBU 24 battery failed, releasing a company reported 40 barrels of saltwater to the land surface. CapturePoint, LLC was the impacted surface owner. Section II - OBSERVATIONS I observed the release point and flowpath of the spill. The release point was a 4" steel injection line which failed, releasing a company reported 40 barrels of produced water to the soil surface. The produced water migrated west along the road ditch approximately 100 feet before flowing into a drainage feature south of the road. See photo No. 1, Appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log. I observed an impacted pool of water immediately below the road crossing. At the time of the inspection a vacuum truck had just finished emptying the pool leaving only a skim of water atop mud. See photo No. 2. At the end of spill impacts, approximately 150 feet south from photo No. 2, I observed a small catchpit/dam which prevented the spill from migrating further along the pasture drainage feature. I observed a TDS field reading of 20,607 mg/L which was the highest observed during the inspection. There was no continuous surface water connection along the flowpath of the spill, and there was no surface water continuing beyond the catchpit/dam. There was no photo taken of the catchpit/dam. The TDS field readings was taken with a properly calibrated, EPA issued, YSI Pro 30 conductivity meter. 2 Section III - AREAS OF CONCERN CapturePoint, LLC / North Burbank Unit 24 Battery (OKU002197) Inspection Date 3/5/2025 The areas of concern included the elevated TDS water located in the catchpit/dam at the end of spill impacts and the impacted soil and vegetation along the flowpath of the spill. Section IV - FOLLOW UP Inspector will follow up via phone calls and/or site visits as needed until the impacted area is cleaned to "pre-spill" condition.
