Commitment and payment are outstanding from Vista Chemical. Dr. Has Shah asked Mr. Mike Lunsford to coordinate with Mr. Mike Kerlegon to expedite payment of Vista's 1992 Panel dues. Mr. Vergel Perry will follow-up on Dow's payment of Panel dues. Dr. Shah reminded Mr. Perry, Mr. Richard Wagner, and Mr. John Coburn to check on the status of the VCM users assigned to them as potential Panel member contacts. Mr. Burley Melton reported that the Pt. Comfort, TX workshop now is scheduled for September 30 and October 1, 1992. 2.0 Panel members agreed that each company will receive 5 large, laminated VCNet maps. At Mr. Wagner's request, Borden will receive only 3 maps. 3.0 The Panel discussed the CHEMTREC report of the VCNet emergency CMA 111762 ROM Vinyl Chloride August 11, 1992 Page 2 response number drill. Since several companies encountered response delays, the Panel agreed to repeat the drill beginning the week of September 28, 1992. Dr. Shah will coordinate the second drill with CHEMTREC. 4.0 The Panel agreed that if no comments are received by Friday, August 14, 1992, CMA will finalize the draft for-hire agreement with OHM Remediation Services. 5.0 Mr. Frank Sollman and Mr. Perry will review the August 10, 1992 Keller and Heckman letter regarding the VCNet For-Hire Contractor Questionnaire and will prepare a letter to send to EmTech for clarification of certain items in the original proposal. 6.0 The Panel agreed to remove the requirement of transfer capabilities from the RFPs for potential for-hire contractors to expand its basic response capabilities. Dr. Shah will redistribute the revised RFPs to all for-hire contractor candidates. Mr. Lunsford of Vista will provide Dr. Shah with additional for-hire contacts. 7.0 The Panel reviewed the draft OSHA letter revised by Mr. Craig Tautfest of Keller and Heckman. Mr. Sollman and Mr. Tautfest will discuss the letter with BFGoodrich legal counsel and decide on a course of action. 8.0 Dr. Shah informed the Panel that a meeting has been arranged with Department of Transportation officials, Drs. Charles Ke and George Cushmac, to discuss the shipping label name for vinyl chloride. The meeting is scheduled for August 12, 1992 at 10:00 a.m. Mr. Sollman, Mr. Perry, Mr. Coburn and Dr. Shah will attend. The Panel will address the following questions that the DOT had raised initially in conversations with Dr. Shah: a) In Special Remark, column 7, what is the proposed language, i.e. the requested change is only for U.S. and N.A. shipments or also for foreign shipments? b) Are the short distance shipments in foreign countries also uninhibited? c) Is "un-" or "non-" a proper prefix for "inhibited"? d) What precautions are taken to assure that VCM will not undergo a violent reaction during shipment? e) Does the Panel want to petition DOT to provide an alternative shipping name for foreign countries outside of North America? If so, there is a proper procedure that DOT must follow which may cause some delay. 9.0 The Panel reviewed the July 17, 1992 letter from Mr. Tautfest regarding the VCNet Vinyl Chloride Safety Awareness Training Manual. Mr. Coburn, Mr. Sollman and Mr. Perry will revise the introduction and other sections and send them to Dr. Shah for incorporation into the revised manual. ROM Vinyl Chloride August 11, 1992 Page 3 10.0 Mr. Donald Mader of Formosa is organizing the Pt. Comfort, TX VCNet workshop and Mr. Richard Knight of Occidental is organizing the Addis, LA VCNet workshop. Mr. Mader and Mr. Knight will provide Dr. Shah with agendas for each workshop to be incorporated into the training manual. 11.0 The Panel discussed the donation of Midland Kits to emergency responders. Mr. Bob Ondocsin advised the Panel that this kind of donation raises several liability questions and requested product literature prior to drafting a release letter to accompany any donation of equipment. Mr. Perry will send Midland Kit information to Mr. Ondocsin. 12.0 The Panel reviewed the latest financial statement distributed by Dr. Shah. Subject to Approval October 7, 1992 Hasmukh C.
