We met with at the Opening Conference. I presented my credentials to and informed him that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection is a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that has approximately 85 cattle. At the time of the inspection, according to , the facility was milking 65 cows. In addition to the milking cows, notified us that there were approximately 10 head of dry cows, 10 calves. The cows are milked twice per day and between sessions kept in pasture. Section II - OBSERVATIONS Coordination with NRCS: informed us that he is under contract with NRCS for a new dewatering pump, an agitator, a reel gun for land application, and a lagoon cleanout. Retention Control Structure (RCS): At the time of the inspection, had one RCS. According to , this RCS was approximately twenty years old and was last cleaned out around five years ago. We observed the RCS to be in good condition and observed no evidence of discharge. Land Application Areas: informed us that he has approximately six acres to which he could land apply his wastewater liquids and solids. noted that once NRCS installed his new irrigation system, he would be able to apply to approximately sixty acres. Dewatering Equipment: At the time of the inspection, had one small pump available for dewatering the lagoon. informed us that he utilizes the pump whenever he notices the wastewater approaching the crest of the RCS berm.
