MINUTES AMBIENT VINYL CHLORIDE STANDARDS COMMITTEE MEETING Cleveland Office July 25, 1974 PRESENT: C. T. Disney A. M. Falrlie C. R. Flynn E. W. Harrington E. B. Katzenmeyer, Jr. M. M. O'Mara G. D. Schaaf H. Waltemate 1. Xt was agreed that a new reporting format will be adopted starting August 1st for ambient vinyl chloride data. This report will show the average values for each floor of the buildings, and the percent of the values greater than 50 ppm and 25 ppm and percent less than 10 ppm. / 2. Most plants have completed the work surveys so that TWA may be calculated from the fixed monitoring data. It was agreed that a value of "0" will be adopted to use In lunch rooms, etc., until better data can be obtained. The calculated TWA should be on a shift basis. Plants will begin Issuing data on calculated TWA and compare this with personnel monitoring data. 3. Personnel monitoring and the citation at Louisville for insufficient monitor/ lng was discussed. H. Waltemate and E. B. Katzenmeyer, Jr. will Issue a report on what is required for personnel monitoring after discussion with OSHA. We agreed to report personnel data rounded off to the nearest number for values greater than one. Small values of less than 0.5 will be reported as M<.5". Data indicated a significant reduction in the observed value when the pump was shut off at times the operator was wearing the mask. However, we agreed to continue to leave the pump run continuously so that we could get better defini tion of peak concentrations. It was agreed to start testing of the personnel monitoring sample at the Louisville labs as soon as a suitable training program can be completed. 4. The Avon Lake and Louisville mini computers for the fixed monitoring system will be in operation in about two weeks. The programming is almost complete at Pedricktown to use the large computer to prepare the necessary reports. BFG31631 OSQZZSZZ Ambient VC1 Standards Committee - 2- 5. The Bendlx gas chromatograph purchased for Avon Lake East will be Installed in two weeks. This instrument or a second Bendlx total carbon analyzer could be used to monitor the background level. This could then be used to correct our primary results. 6. Henry will have an EA in Cleveland the week of July 29th for a second Bendlx total carbon analyzer which will be used to monitor inlet and outlet air to get a better measure of actual building environment with improved ventilation. It was agreed that we will purchase additional Bendlx units and sampling sys tems for this at Avon Lake East and for both buildings at the Fedricktown plant. 7, The perimeter monitoring seminar and training program will be held at the Avon Lake Technical Center on August 7th and 8th. Plant personnel will be trained in proper sampling methods and analytical techniques. 6. Hike O'Kara reported on new methods of analyzing for small quantities of residual vinyl chloride in the working environment. One of the most promis ing is a gas filter infrared spectroscopy method. This test unit sells for about $7500 and is specific for vinyl chloride down to one part per million. The Technical Center will also evaluate an instrument using the coulometrlc method. The coulometrlc method is not specific for vinyl chloride and has Interference with Cl and Br ions. TC0EZSW! GDS/cls 8-5-74 cc: Attendees A. Vittone R. D. Scott J. L. Nelson R. N. Rylands F. H.
