Skin-- If liquid or solid PCB's are splashed or spilled on skin, contaminated clothing should be removed and the skin washed thoroughly with soap and water. NOTE TO P H Y S IC IA N -- Hot PCB's may cause thermal burns.
Eyes-- Eyes should be irrigated immediately with copious quantities of running water for at least 15 minutes if liquid or solid P C B 's get into them. A petrolatum-based ophthalmic ointment may be applied to the eye to relieve the irritating effects of PCB's.
Inhalation-- Rem ove to fresh air. If skin rash or respiratory irritation persists, consult a physician. NOTE TO

OCCUPATIONAL CONTROL PROCEDURES
Inhalation-- Workplace exposure should be maintainted below the O S H A eight-hour, time-weighted aver age Threshold Limit Value (TLV). At room temperatures, the hazard of inhalation is considered slight or absent. Chemical cartridge respirators or gas m asks approved for protection against organic vapors are recommended in the event of spills or leaks of hot fluids. These will provide good protection up to the concentrations shown on the approval labels and the odor will give ample warning if it comes through the device. Self-contained breathing apparatus should be worn when P G S 's are encountered in an enclosed space.
Threshold lim it Value (TLV)-- Chlorodiphenyl (42% chlorine) 1.0 mg/cu.m. Chlorodiphenyl (54% chlorine) 0.5 mg/cu.m.
Skin Contact-- Avoid prolonged or repeated skin contact. Where employees m ay come into direct contact with PCB's, protective clothing impervious to PCB's should be worn. Gloves, boots, overshoes and bib-type aprons that cover the boot tops should be used when necessary. This protective equipment should be regularly inspected for defects and to ensure that it is in clean and satisfactory working condition. Contami nated clothing, gloves, etc., should be disposed of as prescribed by regulations.
Eye Contact-- Eye protection should be used where there is a possibility of liquid splashes.
Ingestion-- Ingestion of these materials is generally not a problem in industry.

PHYSIOLOGICAL EFFECTS SUMMARY:
Skin Contact-- Can be absorbed through intact skin. Local action on skin is similar to that of com m on organic solvents where contact leads to removal of natural fats and oils with subsequent drying and cracking of the skin. A potential exists for the contracting of chloracne. Eye Contact-- The liquid products and their vapors are moderately irritating to eye tissues. Ingestion-- The acute oral toxicities of the undiluted com pounds are: LDM rats-- 8.65 gm/kg for 42% chlori nated, and 11.9 gm/kg for 54% chlorinated-- "slightly toxic." Inhalation-- Anim al experiments of varying duration and at different air concentrations show that for similar exposure conditions, the 54% chlorinated material produces more liver injury than the 4 2 % chlorinated material. Other-- There are literature reports that P CB's can impair reproduction function in monkeys. A study reported in theliterature with female rats using Aroclor* 1260 stated that Aroclor 1260 caused liver cancers. M onsanto sponsored animal feeding studies of Aroclor 1242.1254 and 1260. These com pounds, fed to both sexes of rats, did not produce cancers. The National Cancer Institute performed a study in 1977 using Aroclor 1254 with both sexes of rats. NCI stated that the PCB, Aroclor 1254 was not carcinogenic under the conditions of their bioassay. The consistent finding in animal studies with P CB's is that they produce liver injury following prolonged and repeated exposure by any route, if the exposure is of sufficient degree and duration. Liver injury is produced first, and by exposures that are less than that alleged toxause cancer in rodents. Therefore, exposure by all routes should be kept sufficiently low to prevent liver injury.
FIRE PROTECTION INFORMATION
Fire and Explosion-- Chlorodiphenyls are essentially non-combustible com pounds. They m ay decompose to form CO, C 0 2, HCI, phenolics and aldehydes under severe conditions such as exposure to flame or hot surfaces. No phosgene is formed.

Standard fire fighting wearing apparel and self-contained breathing apparatus should be worn when fighting fires that involve possible exposure to chlorodiphenyls. Fire fighting equipment must be thoroughly cleaned and decontaminated after use.

P CB's are very stable, fire-resistant compounds.
SPILL, LEAK & DISPOSAL INFORMATION
If PCB's leak or are spilled, the following steps should be taken immediately:
All non-essential personnel should leave the leak or spill area. The area should be adequately ventilated to prevent the accumulation of vapors. The spill/leak should be contained. Loss to sewer systems, navigable waterways and streams should be prevented. Spills/leaks should be removed promptly by means of absorptive material, such as sawdust, vermiculite, dry sand, clay, dirt or other similar materials, or trapped and removed by pum ping or other suitable m eans (traps, drip-pans, trays, etc.).
.
Personnel entering the spill or leak area should be furnished with appropriate personal protective equip ment and clothing as needed.
Personnel trained in the emergency procedures and protected against the attendant hazards should shut off sources of PCB's, clean up spills, control and repair leaks and fight fires in PCB areas.
All w astes and residues containing PCB's (e.g., wiping cloths, absorbent material, used disposable pro tective gloves, clothing, etc.) should be collected, placed in proper containters, marked and disposed of in the m anner prescribed by EP A regulations (40 CFR 761).
Various federal and state regulations may require reporting of PCB spills. Consult your attorney or appropriate regulatory officials for information relating to spill reporting.

POLYCHLORINATED BIPHENYLS
For regulatory purposes, under the Toxic Substances Control Act the term "P C B 's" refers to a chemical substance limited to the biphenyl molecule that has been chlorinated to varying degrees or any combination of substances which contain 50 ppm (on a dry weight basis) or greater of such substance (40 CFR 761).
Chemically, however, PCB's are defined as a series of technical mixtures, consisting of m any isomers and compounds that vary from mobile oily liquids to white crystalline solids and hard non-crystalline resins. Technical products vary in composition, in the degree of chlorination and possibly according to batch.
The mixture generally used contains an average of 3 atoms chlorine per molecule (42% chlorine) to 5 atoms of chlorine per molecule (54% chlorine). They are used as dielectric fluids in transformers and capacitors. Prior to 1972, PCB applications included heat transfer media, hydraulic and other industrial fluids, plasticizers, carbon less paper, paints, inks and adhesives. "Federal regulations now specify that non-totally enclosed PCB ac tivities are permitted only if specifically exempted or authorized." (40 CFR 761 see FEDERAL REGISTER, Vol. 44, P. 31514, May, 31, 1979)

Rem ove contam inated clothing promptly and launder before reuse. Clean protective equipment before reuse. Provide a safety show er at any location where skin contact can occur. Respiratory Protection:
ATTENTION: Repeated or prolonged contact may cause chloracne in som e people.
Avoid breathing vapor or mist. U se N IO S H /M S H A approved equipment when airborne exposure limits are exceeded. FuH facepiece equipment is recommended and, if used, replaces need for face shield and/or chemical splash goggles. Consult respirator manufacturer to determine type equipment for given application. The respirator use limitations specified by N IO S H /M S H A or the manufacturer must be observed. Fire and Explosion:
P C 8 s are fire-resistant com pounds. They m ay decom pose to form CO . C 0 2, HCI, phenolics, aldehydes and other toxic com bustion products under severe conditions such a s exposure to flame or hot surfaces.
At temperatures in the range of 600-650C in the presence of excess oxygen P C B s
m ay form polychlorinated dibenzofurans (P C O F s). Laboratory studies under simitar
conditions have dem onstrated that P C B s do not produce polychlorinated dibenzo-p-
dioxins (P C O D s).
P C B s in electrical equipment have been reported to produce both chlorinated dioxins (P C D D s) and furans (P C D F s) during fire situations. These com bustion products may result all, or in part, from n o n -P C B com ponents of the dielectric fluids or other com busted materials. Consult the equipment manufacturer for information regarding com position of the dielectric fluids in electrical apparatus.
Standard fire fighting wearing apparel and self-contained breathing apparatus should be worn when fighting fires that involve possible exposure to chem ical combustion products. Fire fighting equipment should be thoroughly cleaned and decontaminated after use.
If a P C B transformer is involved in a fire-related incident, the owner of the transformer m ay be required to report the incident. Consult and follow appropriate federal, state, and local regulations.

Num erous epidem iological studies of hum ans, both occupationally exposed and non worker environmentally exposed populations, have not dem onstrated any statistically significant causal relationship between P C B exposures and chronic hum an illnesses such a s cancer or neurological or cardiovascular effects. Nor w as there any increase in overall cancer mortality a s a result of P C B exposure. P C B s can cause derm atologi cal sym ptom s; however, these are reversible upon rem oval of exposure source.
P C B s are identified a s hazardous chem icals under criteria of the O S H A Hazard C om munication Standard (29 C F R Part 1910.1200). The Standard requires that this docu ment mention that P C B s have been listed in the International Agency for Research on C ancer (IA R C ) M onographs (1982)-Group 2B and in the National Toxicology Program (N T P ) Annual Report on Carcinogens (Third).

D isposal of liquid P C B s and other P C B items is strictly regulated by the federal government. The regulations are found at 40 C F R Part 761. Consult these regulations a s well a s applicable state and local regulations prior to any disposal of P C B s, P C B items, or PCB-contam inated items.
If P C B s leak or are spilled, the following steps should be taken immediately:
All non-essential personnel should leave the leak or spill area.
The area should be adequately ventilated to prevent the accum ulation of vapors.
The spill/leak should be contained. L o ss to sewer system s, navigable waterways and stream s should be prevented. Sp ills/leaks should be rem oved promptly by m eans of absorptive material, such a s saw dust, vermiculite. dry sand, clay, dirt or other sim ilar m aterials, or trapped and removed by pum ping or other suitable m eans (traps, drip-pans, trays, etc ).
Personnel entering the spill or leak area should be furnished with appropriate personal protective equipment and clothing a s needed. Se e Occupational Control Procedures section of this M S D S .
Personnel trained in the em ergency procedures and protected against the attendant hazards should shut off sources of P C B s, clean up spills, control and repair leaks and fight fires in P C B areas.
All w astes and residues containing P C B s (e.g., wiping cloths, absorbent material, used disposable protective gloves, clothing, etc.) should be collected, placed in proper containers, marked and disposed of in the m anner prescribed by E P A regulations (40 C F R Part 761) and applicable state and local regulations.
Various federal, state, and local regulations m ay require reporting of P C B spills and m ay also define spill clean-up levels. Consult your attorney or appropriate regulatory officials for information relating to spill reporting and spill clean-up.

Polychlorinated Biphenyl
For regulatory purposes, under the Toxic Su b stance s Control Act the term "P C B s " refers to a chemical substance limited to the biphenyl m olecule that h as been chlorinated to varying degrees or any combination of substan ces which contain such substance (40 C F R Part 761).
Chem ically, com m ercial P C B s are defined a s a series of technical mixtures, consisting of m any isom ers and com pounds that vary from m obile oily liquids to white crystalline solids and hard non-crystalline resins. Technical products vary in com position, in the degree of chlorination and possibly according to batch.
The mixtures generally used contain an average of 3 atom s of chlorine per m olecule (4 2 % chlorine) to 5 atom s of chlorine per m olecule (5 4 % chlorine). They are used a s com ponents of dielectric fluids in transform ers and capacitors. Prior to 1972, P C B applications included heat transfer media, hydraulic and other industrial fluids, plasticizers, ca rb o n le ss paper, paints, inks and adh esives. Federal regulations specify that non-totally enclosed P C B activities are permitted only if specifically exempted or authorized. (40 C F R Part 761).

This MSDS conforms to the OSHA Hazard Communication Standard (29 CFR 1910.1200). This MSDS is intended to provide general information for materials containing 99.9% or greater PCBs and does not relate to any specific formulations. For information about other ingredients in formulations containing PCBs, please contact the manufacturer of those ingredients.

Skin Protection:
W e ar appropriate protective glo v e s and protective clothing that provide a barrier to prevent skin contact. Consult glove m anufacturer to determine appropriate type glove for given application. W e ar chem ical safety g o g g le s and a face shield and a protective apron that provides a barrier when sp lash in g is likely. W a sh im m ediately if skin is contam inated. Rem ove contam inated clothing prom ptly and launder before reuse. C le an protective equipm ent before reuse. Provide a safety show er at any location where skin contact can occur. Respiratory Protection:

P C B s are fire-resistant com pounds. They m ay decom pose to form C O , C 0 2, HCI, phenolics, aldehydes and other toxic com bustion products under severe conditions su ch a s exposure to flam e or hot surfaces.
At tem peratures in the range of 600-650C in the presence of e x ce ss oxygen P C B s m ay form polychlorinated dibenzofurans (P C O F s). Laboratory studies under sim ilar
conditions have dem onstrated that P C B s do not produce polychlorinated dibenzo-p-
dioxins (P C O O s).
P C B s in electrical equipm ent have been reported to produce both chlorinated dioxins (P C D O s) and furans (P C O F s) during fire situations. T h ese com bustion products m ay result all, or in part, from n o n -P C B com pon ents of the dielectric fluids or other com busted m aterials. C o n su lt the equipm ent m anufacturer for information regarding com position of the dielectric fluids in electrical apparatus.
Stan dard fire fighting w earing apparel and self-contained breathing apparatus should be worn w hen fighting fires that involve p ossible exposure to chem ical com bustion products. Fire fighting equipm ent should be thoroughly cleaned and decontam inated after use.
If a P C B transform er is involved in % fire-related incident, the ow ner of the transform er m ay be required to report the incident. Consult and follow appropriate federal, state, and local regulations.

P C B s are very stable, fire-resistant com pounds.

HEALTH EFFECTS SUMMARY
Skin Contact:
P C B s can be absorbed through intact skin. Local action on skin is sim ilar to that of com m on organic solvents where contact lead s to rem oval of natural fats and oils with sub se quen t drying and cracking of the skin. A potential exists for the contracting of c h lo ra c n e .
Eya Contact: T h e liquid products and their vap ors are m oderately irritating to eye tissues.
Ingestion:
T h e acute oral toxicities of the undiluted com pounds are: L D ^ rats-- 8.65 gm /kg for 4 2 % chlorinated, and 11.9 gm /kg for 5 4 % chlorinated-- "slightly toxic."
Inhalation:
A nim al experim ents of varying duration and at different air concentrations show that for sim ilar exposure conditions, the 5 4 % chlorinated m aterial produces m ore liver in jury than the 4 2 % chlorinated material.
Other:
Th ere are literature reports that P C B s can impair reproductive functions in monkeys. A
stud y reported in the literature with fem ale rats using A rocior* 1260 stated that Arocior
1260 cau se d liver cancers. M o n san to sponsored anim al feeding studies of Arocior
1242, 1254 and 1260. T h e se com pounds, fed to both se x e s of rats, did not produce
cancers. T he N ational C a n ce r Institute performed a study in 1977 u sin g Arocior 1254
with both se x e s of rats. N C I stated that the P C B , Arocior 1254, w a s not carcinooemc
under the conditions of their b io assay.

T he consistent finding in anim al studies with P C B s is that they produce liver injury fol low ing prolonged and repeated exposure by any route, if the exposure is of sufficient degree and duration. Liver injury is produced first, and by exp osure s that are le ss than those reported to ca u se cancer in rodents. Therefore, exposure by all routes should be kept sufficiently low to prevent liver injury.
N um erous epidem iological studies of hum ans, both occupationally exposed and non worker environm entally exposed populations, have not dem onstrated any statistically significant ca u sa l relationship between P C S exposures and chronic hum an illn e sses su ch a s cancer or neurological or cardiovascular effects. N or w as there any increase in overall cancer mortality a s a result of P C B exposure. P C B s can ca u se derm atologi cal sym ptom s; however, these are reversible upon rem oval of exposure source.
P C B s are identified a s hazardous chem icals under criteria of the O S H A H azard C o m m unication Stan dard (29 C F R Part 1910.1200). The Standard requires that this docu m ent m ention that P C B s have been listed in the International A ge n cy for R esearch on C a n ce r (IA R C ) M o n o grap h s (1982)-G roup 2 B and in the National Toxicology Program (N T P ) A nnual Report on C arcin o ge n s (Third).

PRECAUTIONARY MEASURES
C a rt should be taken to prevent entry into the environment through spills, leakage, use. vaporization or disposal of liquid or containers. Avoid prolonged breathing of vapors or mists. Avoid contact with eyes or prolonged contact with skin. If skin contact occurs, remove by washing with soap and water. Following eye contact, flush with water. In case of spillage onto clothing, the clothing should be removed as soon as practical, skin washed, and clothing laundered. Comply with all federal, state, and local regulafions.

W ear chemical goggles, face shield, and chemical resistant clothing such a s a rubber apron when splashing is likely. W ash immediately if skin is contaminated. Rem ove contaminated clothing promptly and launder before reuse. Clean protective equipment before reuse. Provide a safety shower at any location where skin contact can occur. FIRE PROTECTION INFORMATION
F in and . Exploalon:
P C B s are fire-resistant com pounds. They m ay decom pose to form CO . C 0 2, HCI, phenolics, aldehydes and other toxic com bustion products under severe conditions such a s exposure to flame or hot surfaces.
At temperatures in the range of 600-650C in the presence of excess of oxy gen P C B s m ay form polychlorinated dibenzofurans (P C D F s). Laboratory studies under similar conditions have demonstrated that P C B s do not produce polychlo rinated dibenzo-p-dioxins (PCO O s).
P C B s in electrical equipment have been reportsd to produce both chlorinated di oxins (P C O O s) and furans (P C O F s) during fire situations. These com bustion pro ducts m ay result all. or in part, from n o n -P C B com ponents of the dielectric fluids or other com busted materials. Consult the equipment manufacturer for information regarding composition of the dielectric fluids in electrical apparatus.
Standard fire fighting wearing apparel and self-contained breathing apparatus should be worn when fighting fires that involve possible exposure to chemical combustion products. Fire fighting equipment should be thoroughly cleaned and decontaminated after use.
Federal regulations require all P C B transformers to be registered with fire response personnel.
If a P C B transformer is involved in a fire-related incident, the owner of the trans former m ay be required to report the incident. Consult and follow appropriate fe deral, state, and local regulations.
REACTIVITY DATA____________
P C B s are very stabler fire-resistant com pounds.
HEALTH EFFECTS SUMMARY
Skin Contact:
P C B s can be absorbed through intact skin. Local action on skin is sim ilar to that of com m on organic solvents where contact leads to removal of natural fats and oils with subsequent drying and cracking of the skin. A potential exists for contracting chloracne.
Eye Contact:
The liquid products and their vapors are moderately irritating to eye tissues.
Ingoation:
The acute oral toxicities of the undiluted com pounds are: LOso rats-- 8.65 gm /kg for 4 2 % chlorinated, and 11.9 gm /kg for 5 4 % chlorinated-- "slightly toxic."
Inhalation:
Anim al experiments of varying duration and at different air concentrations show that
for similar exposure conditions, the 5 4 % chlorinated material produces more liver
injury than the 4 2 % chlorinated material.

Thar* a rt lltaratura reports that P C B s can impair reproductive functions in mon key. The National Cancer Institute performed a study In 1977 using Arocior 1254 with both sexes of rats. N C I stated that the PCB, Arocior 1254, w as not carcino genic under the conditions of their bioassay. There is sufficient evidence in the scientific literature to conclude that Arocior 1260 can cause liver cancer when fed to rodents at high doses. Simitar experiments with less chlorinated P C B products have produced negative or equivocal results.
The consistent finding in animal studies is that P C B s produce liver injury following prolonged and repeated exposure by any route, if the exposure is of sufficient degree and duration. Liver injury is produced first, and by exposures that are less than those reported to cause cancer in rodents. Therefore, exposure by all routes should be kept sufficiently low to prevent liver injury.
Num erous epidemiological studies of humans, both occupationally exposed and non-worker environmentally exposed populations, have not demonstrated any causal relationship between P C B exposures and chronic human illnesses such as cancer or neurological or cardiovascular effects. P C B s can cause dermatological symptoms; however, these are reversible upon removal of exposure source.
P C B s are identified as hazardous chemicals under criteria of the O S H A Hazard Com munication Standard (29 C F R Part 1910.1200). P C B s have been listed in the Interna tional Agency for Research on Cancer (IARC) Monographs (1967)-Group 2A and in the National Toxicology Program (NTP) Annual Report on Carcinogens (Fourth).

Cleanup and diapoaal of liquid P C B a and other P C B itema a rt atrictty regulated by the federal govern ment. The regulations are found at 40 C F R Part 761. Coneult these regulations a s well a s applicable state and local regulations prior to any disposal of P C B s, P C B items, or PCB-contam inated Items.
If P C B s leak or are spilled, the following steps should be taken immediately:
All non-essential personnel should leave the leak or spill area.
The area should be adequately ventilated to prevent the accumulation of vapors.
The spill/leak should be contained. L o ss to sewer system s, navigable waterways and stream s should be prevented. Spills/leaks should be removed promptly by m eans of absorptive material, such a s sawdust, vermiculite, dry sand, day, dirt or other sim ilar materials, or trapped and re moved by pum ping or other suitable m eans (traps, drip-pans, trays, etc.).
Personnel entering the spill or leak area should be furnished with appropriate personal protective equipment and clothing a s needed. Se e Occupational Control Procedures section of this M S O S .
Personnel trainedjn the emergency procedures and protected against the attendant hazards should shut off sources of P C 8 s, dean up spills, control and repair leaks and fight fires in P C 8 areas.
All w astes and residues containing P C B s (e.g., wiping cloths, absorbent material, used disposable protective gloves, clothing, etc.) should be collected, placed in proper containers, marked and dis posed of in the manner prescribed by E P A regulations (40 C F R Part 761) and applicable state and local regulations.
Various federal, state and local regulations m ay require immediate reporting of P C B spills and m ay also define spill dean-up levels. Consult your attorney or appropriate regulatory offidals for infor mation relating to spill reporting and spill dean-up.

For regulatory purposes under the Toxic Substances Control Act the term "P C B s " refers to a chem ical substance limited to t ie biphenyl molecule that h as been chlorinated to varying degrees or any com bi nation of su b sta n ce * which contain such substance (40 C F R Part 761).
Chem icaly, commercial P C 8 e are defined a s a series of technical mixtures, consisting of many isomers and com pounds that vary from mobile otfy Squids to white crystalline solids and hard non-crystaffine resins. Technical products vary in composition, in the degree of chlorination and possibly accordtog to batch.
The mixtures generally used contain an average of 3 atom s of chlorine per molecule (4 2% chlorine) to 5 atom s of chlorine per molecule (5 4 % chlorine). They are used a s com ponents of dielectric fluids in transform ers and capacitors. Prior to 1972, P C B applications included heat transfer media, hydraulic and other industrial fluids, plasticizers, carbonless paper, paints, inks and adhesives.
In 1972 M onsanto restricted sale s of P C B s to applications involving only d o se d electrical system s (transformers and capacitors). In 1977 all manufacturing and sale s were voluntarily terminated. In 1979 E P A restricted the manufacture, processing, use, and distribution of P C B s to specifically exempted and authorized activities.

Standard fire fighting wearing apparel and self-contained breathing apparatus should be worn when fighting fires that involve possible exposure to chemical combustion products. Fire fighting equipment should be thoroughly cleaned and decontaminated after use.
Federal regulations require all P C B transformers to be registered with fire response personnel.
If a P C B transformer is involved in a fire-related incident, the owner of the trans former may be required to report the incident. Consult and follow appropriate fe deral, state, and local regulations.

P C B s are very stable, fire-resistant compounds.
HEALTH EFFECTS SUMMARY
Skin Contact:
P C B s can be absorbed through intact skin. Local action on skin is similar to that of common organic solvents where contact leads to removal of natural fats and oils with subsequent drying and cracking of the skin. A potential exists for contracting chloracne.
Eye Contact:
The liquid products and their vapors are moderately irritating to eye tissues.
Ingestion:
The acute oral toxicities of the undiluted compounds are: L D sq rats-- 8.65 gm/kg for 4 2 % chlorinated, and 11.9 gm/kg for 54% chlorinated-- "slightly toxic."
Inhalation:
Animal experiments of varying duration and at different air concentrations show that for similar exposure conditions, the 54% chlorinated material produces more liver
injury than the 42% chlorinated material.

There are literature reports that P C B s can impair reproductive functions in mon keys. The National Cancer Institute performed a study in 1977 using Aroclor 1254 with both sexes of rats. NCI stated that the PCB, Aroclor 1254, was not carcino genic under the conditions of their bioassay. There is sufficient evidence in the scientific literature to conclude that Aroclor 1260 can cause liver cancer when fed to rodents at high doses. Similar experiments with less chlorinated P C B products have produced negative or equivocal results.
The consistent finding in animal studies is that P C B s produce fiver injury following prolonged and repeated exposure by any route, if the exposure is of sufficient degree and duration. Liver injury is produced first, and by exposures that are less than those reported to cause cancer in rodents. Therefore, exposure by all routes should be kept sufficiently low to prevent liver injury.
Numerous epidemiological studies of humans, both occupationally exposed and non-worker environmentally exposed populations, have not demonstrated any causal relationship between P C B exposures and chronic human illnesses such as cancer or neurological or cardiovascular effects. P C B s can cause dermatological symptoms; however, these are reversible upon removal of exposure source.
P C B s are identified as hazardous chemicals under criteria of the O SH A Hazard Com munication Standard (29 C F R Part 1910.1200). P C B s have been listed in the Interna tional Agency for Research on Cancer (IARC) Monographs (1987)-Group 2A and in the National Toxicology Program (NTP) Annual Report on Carcinogens (Fourth).

Cleanup and disposal of liquid P C B s and other P C B items are strictly regulated by the federal govern ment. The regulations are found at 40 C F R Part 761. Consult these regulations a s well a s applicable state and local regulations prior to any disposal of PCBs, P C B items, or PCB-contam inated items.
If P C B s leak or are spilled, the following steps should be taken immediately:
All non-essential personnel should leave the leak or spill area.
The area should be adequately ventilated to prevent the accumulation of vapors.
The spill/leak should be contained. Loss to sewer systems, navigable waterways and stream s should be prevented. Spills/leaks should be removed promptly by m eans of absorptive material, such as sawdust, vermiculite, dry sand, clay, dirt or other similar materials, or trapped and re moved by pumping or other suitable m eans (traps, drip-pans, trays, etc.).
Personnel entering the spill or leak area should be furnished with appropriate personal protective equipment and clothing as needed. See Occupational Control Procedures section of this M S D S .
Personnel trained in the emergency procedures and protected against the attendant hazards should shut off sources of PCBs, clean up spills, control and repair leaks and fight fires in P C B areas.
All wastes and residues containing P C B s (e.g., wiping cloths, absorbent material, used disposable protective gloves, clothing, etc.) should be collected, placed in proper containers, marked and dis posed of in the manner prescribed by E P A regulations (40 C F R Part 761) and applicable state and local regulations.
Various federal, state and local regulations may require immediate reporting of P C B spills and may also define spill clean-up levels. Consult your attorney or appropriate regulatory officials for infor mation relating to spill reporting and spill clean-up.
ENVIRONMENTAL INFORMATION__________ ____________________
Care should be taken to prevent entry of P C B s into the environment through spills, leakage, use, vapori zation or disposal of liquids or solids. P C B s can accumulate in the environment and can adversely affect som e anim als and aquatic life. In general, P C B s have low solubility in water, are strongly bound to soils and sediments, and are slowly degraded by natural processes in the environment.

Polychlorinated Biphenyl*
For regulatory purposes, under the Toxic Substances Control Act the term "P C B s " refers to a chemical substance limited to the biphenyl molecule that has been chlorinated to varying degrees or any combi nation of substances which contain such substance (40 C F R Part 761).
Chemically, commercial P C B s are defined as a series of technical mixtures, consisting of many isomers and compounds that vary from mobile oily liquids to white crystalline solids and hard non-crystalline resins. Technical products vary in composition, in the degree of chlorination and possibly according to batch.
The mixtures generally used contain an average of 3 atoms of chlorine per molecule (42% chlorine) to 5 atoms of chlorine per molecule (54% chlorine). They are used a s components of dielectric fluids in transformers and capacitors. Prior to 1972, P C B applications included heat transfer media, hydraulic and other industrial fluids, plasticizers, carbonless paper, paints, inks and adhesives.
In 1972 Monsanto restricted sales of P C B s to applications involving only closed electrical system s (transformers and capacitors). In 1977 all manufacturing and sales were voluntarily terminated. In 1979 EP A restricted the manufacture, processing, use, and distribution of P C B s to specifically exempted and authorized activities.
