Section I - INTRODUCTION
PURPOSE OF THE INSPECTION
Environmental Protection Agency (EPA) Region 6 inspector Matthew Allen arrived at the CapturePoint, LLC / North Burbank Unit (NBU) 24 Battery (EPA ID No. OKU002197) at 12:40PM on 3/11/2026 for an announced inspection. This was a follow-up inspection to an inspection conducted by EPA on 2/5/2026 in response to a National Response Center Spill Report (NRC No. 1454114) received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with EPA regulations. There were no other federal, state, or local agency representatives present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the CapturePoint, LLC / North Burbank Unit 24 Battery, where a 4" production line connected to the NBU 24 battery failed and released a company-estimated 50 barrels of saltwater and 7 barrels of oil to the land surface. The spilled fluids flowed west approximately 50 feet and discharge into an unnamed tributary of Hay Creek.
Section II - OBSERVATIONS
I observed the release point of the spill which was a 4" steel flowline. At the time of the inspection, CapturePoint, LLC had repaired and returned the line to service, see photo No. 1, Appendix 1 (Photo Log). For additional GPS location information and photo metadata, see the attached photo log.
I observed the point of entry (POE) into the unnamed tributary of Hay Creek. At the same location, I observed a TDS field reading of 553 mg/L, which represented a return to "background" TDS levels for the area. See photo No. 2 and No. 3.
I observed the unnamed tributary from the POE to the lowermost containment dam, approximately 500 feet. I observed no remaining spill impacts along the unnamed tributary.
At the lowermost containment dam, which was also the end of observed spill impacts, I observed a TDS field reading of 546 mg/L on the upstream side of the dam. This TDS field reading represented a return to pre-spill or "background" TDS levels. See photo No. 4 and No. 5.
All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI Pro 30 conductivity meter.
Section III - AREAS OF CONCERN
There were no areas of concern at the time of the inspection.
Section IV - FOLLOW UP
There is no follow-up required. CapturePoint, LLC remediated the unnamed tributary to "background" TDS levels.
