CEAP purchases used cars and recycles parts from them to sell. CEAP has three locations in Connecticut: the one inspected (384 Old Turnpike Rd, Plantsville, Connecticut), another in New Haven and third one in Hartford. CEAP is owned by Michael Arcangelo. Number of Employees and Working Hours: CEAP employs approximately 100 people and hours of operation are Monday to Friday from 8:00 am to 5:00 pm. Potentially Applicable Clean Air Act Requirements: 40 CFR Part 82, Subpart F - Recycling and Emissions Reduction (This is a federal standard that establishes requirements for the service, maintenance, repair and disposal of appliances containing ozone-depleting refrigerant). Previous Enforcement Actions: Based on a review of the EPA's Enforcement and Compliance History Online database ("ECHO"), there have been no formal or informal enforcement actions against this facility in the last 5 years. Opening Conference: On May 3, 2022, at 11:00 am, EPA inspector, Abdi Mohamoud, arrived at the facility, located at 384 Old Turnpike Rd, Plantsville, Connecticut, and met with Mr. Arcangelo. Mr. Mohamoud presented his credentials to Mr. Arcangelo. Mr. Mohamoud explained the purpose of the inspection was to evaluate CEAP's compliance with any applicable Clean Air Act regulations, specifically the federal standard that establishes requirements for the service, maintenance, repair and disposal of appliances containing ozone-depleting refrigerant. Mr. Mohamoud informed Mr. Arcangelo that EPA had received a complaint about CEAP releasing refrigerant from used automobiles. Immediately, Mr. Arcangelo denied that CEAP is releasing refrigerant from used automobiles. Mr. Arcangelo said that he knows who made the complaint, and that it had come from a former employee who no longer has a relationship with CEAP. Mr. Arcangelo said the former employee is acting in a hostile way towards him and CEAP and he said he is not surprised that they had made the complaint. Mr. Arcangelo said that CEAP does not release refrigerant into the atmosphere, rather CEAP recovers it from used automobiles and recycles it through a third party, who is licensed to recycle Page 2 of 3 Chuck and Eddie's Auto Parts Plantsville, CT refrigerant. Mr. Arcangelo provided his business card and five refrigerant receipts from Rapid Recovery. Mr. Mohamoud documented that the receipts were dated March 18, 2022, April 30, 2021, July 1, 2021, August 9, 2021, and August 13, 2021. Mr. Mohamoud documented that each receipt showed how much refrigerant had been recovered, what date it was recovered and how much CEAP paid for it to be recycled. Facility Tour: Mr. Mohamoud did not perform a facility walk-through. Closing Conference: Mr. Mohamoud reiterated the reason EPA was visiting his facility and thank Mr. Arcangelo for his time and assistance and left the site.
