The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility is a coffee shop. Permit #22-2697 was obtained from the City of East Ellijay on May 10, 2022, for renovations to the facility including, but not necessarily limited to, stripping of walls and floors, cutting and removal of concrete to install a new sanitary water line, drywall material disturbance, and the replacement of the ceiling. New air-conditioning, plumbing and electrical systems were installed in the store. Renovations had been completed at the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is a coffee shop. Inspectors presented their inspector credentials and explained that EPA was conducting the routine oversight inspection of the permitted renovation activity for compliance with the Asbestos NESHAP. Ms. Lamphere explained that she was not familiar with the renovations which occurred at the facility. Ms. Lamphere said she did not know if an asbestos inspection was conducted prior to the renovations. She provided the name of Robin Quasebath as the store's general manager. Renovation activity was not occurring at the facility at the time of this inspection. Permitted renovations were completed on or around June 23, 2022. The permit indicated that J&B Specialty, LLC is the contractor which performed the renovation activity at the facility Conclusion The inspectors will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this renovation activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, renovation notifications, and waste shipment records for the facility.
