Kehoe, Dear Dr* Kehoe: Thanks very much for your letter of October 12 in further reference to placard rules and regulations on the handling of "Q" and ETHYL Fluids, It is actually a fact that we are using only one type of placard rules and regulations, I am afraid I must take upon myself a good deal of the blame for this. While I did not act independently without contacting you and Ed Walter, it appears to me that on second thought, if I had given full consideration to all of the factors involved, there does exist some confusion, particularly with regard to Special Rules, At the same time, I felt that any intelligent person reading these would feel that they might he only applicable to tank car mixing,, However, like all rules they should be simple enough in presentation that nothing ambiguous is apparent. I note that you are going to send me new regulations which will be based on the latest revision of litose in book fora, and if I can be of any help to you in this matter please do not hesitate to call on me. I should be glad to prepare a new set for drum mix ing only, incorporating whatever suggestions you might like to make. We could undoubtedly arrange for their translation into the various foreign languages. Also, we have a record of all drum mixing in stallations, and we could rectify whatever confusion we might have caused these installations in the past by seeing to it that the present placard is rescinded and 1he new fora substituted. Schaefer Ethyl Gasoline Corporation Box 688 Wilmington, Delaware Dear Mr* Schaefers I am afraid that I do not quite understand what you are talking about in your letter of October 10th, if you mean that you are using only one type of placard rules and regulations. The special rules - paragraphs A, B, C, and D refer to tank car mixing and are a source of confusion if they `'are carefully examined to men who are mixing with drum systems only. Moreover, in part C paragraph 1 and 2, there are specific Instructions which if followed by men who are handling drum Installations, re a complete negation of the most significant Instructions given to men engaged in drum mixing. This is true even in the United States, bub as applied to Europe where nither the employees nor the management know anything of tank car mixing, and in fact, have never even heard of it, the special rules, with the exception of part E, are worse than useless for they are definitely misleading. I must request you, therefore, to make sure that these cards are not sent with eductors which are to be used in drum blending. My original intention was that there should be two totally different sets of instructions as applied to drum mixing and tank cap mixing, and this intention will have to be carried out. I was totally unaware that this last card had been substitubed for all others, and I am somewhat appalled to find it out, for if we are not quite specific in our insfcrbiona, we can not complain If they are not properly carried out. It la quite possible that I let this point slip me when you referred the matter to me. If so, then this is my own fault. Hovsever, I am not interested particularly In whose fault it is, and I am not even interested In the point of going back into the correspondence. My only interest is in correcting a situation which is likely to lead to confusion and difficulty* What I have said, therefore, is not to be regarded as a criticism of you nor of any wish to pass th buck, if this has occurred through my neglect.
