You will remember that last year (our memo AIA/20/2/l2/HAS dated 18 January 1985) we requested you to arrange for the completion of these forms in your area for the year 1984. The Governing Council, on receipt of the results of the survey, were keen for the survey to be repeated for 1985- The lessons learnt from the 1985 and 1984 surveys have been put to use in slightly re-designing the form for 1985* Would you kindly send copies of the form to your Members asking them to record the information in such a way that data from plants in the same branch are on one form. In turn, could you collate the information received from differenct firms by branch (without any identities being divulged) and return the forms to AIA by 50 April next, so that the total results can be drawn up by the Dust Advisory Panel. It 1b reouired that each country Bhould nominate a co-ordinator vho will be responsible for the return of t:;e completed forms to A.I.A. The source of information may vary from company to company since some will have a central dust counting service and others will carry out such work independently at each individual factory The final aim is to have one Dust Measurement Record for each product grouo branch in a country. For asbestos areas the designation QiR 1A should be used For mixed fibre and/or non-asbestos areas please use the designation DMR IB Method of Completing MR U/PMR IB 1. - Country/Associatlon This is eelf evident If an Association covers more tr:an one country, there should be a separate return for each country. 2. - Product Group If tnere is more than one product group on the same factory site, separate forms should be completed for each product branch. ? - Number of Mines/fcills/Factories The numoer of individual production units 1b to be recorded. 4 - Total Workforce This' figure should include all personnel on pay roll at the time of completing the record - office, medical, service, etc. The figures recorded in Section 9 (table) should be restricted to the number of workers who are included in the monitoring survey. 5. - Tyne of Measurement Personal sampling means that the sampler is worn by the individual and should be representative of the job. Static sampling is taken at pre-determined fixed points, and is generally used for monitoring: a) ambient concentrations Sb) the effectiveness of engineering control or (c) dust supression measures rather than for the monitoring of personal exposure 6. - Method in Use Please state the method used if .different to the standard RTM 1: even deviations from RTM 1 should be reported. Banr' cf garniinr Time By reporting the range of sampling times used one can ascertain whether the determined values of dust concentrations between different countries and/or measuring centres arc comparable, since the sampling times determine the detection limit. 6. - Name and Address of Co-ordinator It ia necessary to supply the name and address of a technically Qualified co-ordinator who can be contacted to answer oueries about the filled-in forms. 9. - DATA 9.1 Number of registered sampling locations In addition show the total numbers of registered sampling locations (measured and not measured during the year concerned). A registered sampling location is defined as a location which is part of the monitoring programme and snould be designated ina plan of the mine ill or factory. 92 Number of monitored sampling locations The number of monitored sampling locations may be lower than the number of registered sampling locations (e,g. due to reduced production or for other reasons not all registered locations are available for sampling). In reporting the dust concentrations, the results of personal and static sampling (calculated as time weighted averages on an 8 hours basis) should be reported separately. For each monitored samnling location the annual mean value has to be entered if more than 6B6 measurement toot place in this location over the year These mean values indicate to which concentration columns the respective monitored sampling locations have to be allocated. The number of monitored sampling locations in the respective - concentration ranges must then be entered into these columns. 9- 3 Number of workers (total of different shifts in the monitored sampling locations) exposed in the respective concentration ranges. Report the number of workers exposed in each dust concentration category (number should include workers of all shifts). The numbers needed here are those directly working in the monitored sampling locations. 9.4 Number of samples taken over the year Here the total number of samples has to be entered if at the same location more than one sample per year was taken. Klaus Rnhnrk CTD026176 1 Due to a delay in the supply of the software and the required graphic programmes, it was not possible to draw up this report and to carry out the evaluation before October 1985. 2 As per agreement with the AIA, London, a numerical code for 31 countries (No. 1 to 31) was fixed and used. AIA, London, has the key to this code. 3 38 records (for 1 or more branches per country) from 24 countries were sent in. No records or records which could not be evaluated were received from following 7 countries: No. 12, 15, 18, 26, 28, 29, 30 4 A fully evaluable situation was on hand . for all branches (including a/c) from country No. 10, . for the a/c branch from countries No. 4, 7, 16, 23, 24, 25 and 27, . for milling/mining from countries No. 1 and 3. Country No. 1, however, indicated the mean values for different workplace areas and not the actual individual values for each measuring point (119 'measuring points' only for 5297 employees) so that the dust situation here does not correspond with the 'actual' situation. This will, however, be remedied in the future. 5 The graphic evaluation- for the countries listed under 4of the dust situation (circle on the left) and the number of exposed employees in different concentration areas (circle on the right) represents the first part of this report. Only the personal data was used here for the dust situation. CTDC26177 ft- s-i Vy .C'l'OO'T'-i Page 2 6 The graphic evaluation of'the dust situation in those countries, from wh'ich no details on exposed employees could be obtained, represent the second part of this report. 7 An exclusively personal sampling was only effected by the countries No. 23, 2H and 25 In all other countries static sampling was additionally effected which is only conditionally comparable with personal sampling. 8 The third part of this report contains the synoptic tables of the total computer evaluation (divided, yet again, into Part A / cf. Item 5 and Part B / cf. Item 6) which give a complete survey. CTD026178 Page 3 Recommendations: A uniform measuring strategy has to be applied, i.e. personal sampling on the basis of a job description and fixing of these measuring points for a job description in the form of registered sampling locations (factory layout) has to be effected. The number of employees, exposed" to the dust situation at such a registered sampling location, must be known and reported. A decision has to be reached on the use of the results from static sampling. Working instructions for sampling and for recording of the necessary data at the workplace could serve to reach a standardisation of the measuring strategy and the reporting. For asbestos areas the designation DMR 1/A should, in future, be used and for mixed fibre and/or non-asbestos areas the designation DMR 1/B.
